The FWC is seeking an individual with application and database development skills to fill an OPS Scientific/Engineering Programmer position in its Information Science and Management section. This position works directly with scientists within the Fish and Wildlife Research Institute in a scientific research environment. This position will be expected to work with database managers for database and software design, and lead the maintenance of existing, and development of new, data entry and editing applications.

 

 

DUTIES:

  • Develop an enterprise view of data management. Work with database managers and staff to develop and maintain data entry and editing web applications to support the state-wide team of scientists. Assist in data and process analysis, and logical database design. Assist in establishing and maintaining the goals and objectives of a data administration program.
  • Lead the development, maintenance and testing of data entry and editing web applications for FWRI programs. Analyze functional needs and design solutions for scientific, managerial, and enforcement-specific requirements to provide FWRI programs with a sound information architecture. Develop and modify program code.
  • Use logical application entity relationship models, physical database models and supporting data dictionaries. Participate in database design and monitoring activities, with adherence to standards. Assist in data management, information analysis and information interpretation skills. Assist in identifying, defining, and clarifying the roles and responsibilities of staff who determine the content of the data (data stewards) and those who provide the physical storage and processing of data (data custodians).
  • Work with fellow IS&M and FWC OIT staff to ensure established standards and protocols are adhered to.
  • Establish a positive partnership-based approach to research data management with the FWRI program staff. Participate in public outreach events as assigned. Assist other staff or programs as assigned.

 

Minimum Qualifications:

 

  • A bachelor's degree from an accredited college or university in one of the computer sciences or management information systems. Degrees in other Natural Sciences may be considered if the applicant has two years of experience in software development, computer systems analysis, computer programming and/or information management. Must be able to demonstrate strong writing, editing, and speaking skills. Excellent interpersonal, team-working skills and the ability to work in a rapidly changing environment under deadlines are also required. *4 years of direct experience may substitue for the bachelor's degree.

 

Preferred Qualifications:

 

  • Applicants with experience with software development in web applications may be given preference.
  • Applicants who have had hands on experience with SQL (SQL Server, Oracle), MS Visual studio and advanced development techniques/patterns such as ASP.NET Core (MVC, Blazor), DevOps, Web Services, JavaScript, HTML5, Bootstrap, jQuery, Python may be given preference.
  • Applicants who have experience with GIS, ESRI is preferred may be given preference.

 

NOTE:

  • Candidates selected for interviews may be asked to give a demonstration of an application they developed.
  • Travel expenses to the interview are the candidate's responsibility.

 

Required Entry-Level Knowledge, Skill(s), and Abilities:

 

  • Knowledge of:
    • Basic principles, processes and protocols used in scientific research
    • Object Oriented Analysis and Design(OOA/OOD), database design
    • Knowledge of and demonstrated ability to develop software, structured application design, PC operating systems, distributed database development and implementation, interface design principles and practices.
    • Object oriented programming languages such as C# and application development frameworks such as .NET Core and .NET Framework.

 

 

  • Ability to:
    • Establish and maintain effective working relationships
    • Communicate effectively in writing and speech
    • Perform short and long-range project planning and assess future data needs and concerns of the Fisheries Independent Monitoring Program
  • Skills in:
    • Software development and design
    • Understanding of software development processes and methodologies such as Agile and Rational Unified Process (RUP)
    • Familiarity with the Microsoft Technology Stack: Visual studio, C#, SQL Server2008 R2 and forward. Use of Python, HTML5, CSS, JavaScript, ASP.Net Core (MVC, Blazor), PHP, MySQL, and Azure Cloud Services. 
    • Skill in using source code configuration management tools such as, GitHub, DevOps, git and/or other similar tools.
    • Analyzing and organizing data for database and software design

 

This position is eligible for remote work.

 

 

This position requires the candidate to have successful completion of a level 1 nad level 2 (fingerprint) background check at no cost to the candidate prior to hire.
