The Florida Division of Emergency Management plans for and responds to both natural and man-made disasters. These range from floods and hurricanes to incidents involving hazardous materials or nuclear power. The Division of Emergency Management (FDEM or Division) is the liaison between federal, state, and local agencies. FDEM prepares and implements a statewide Comprehensive Emergency Management Plan, routinely conducts extensive exercises to test state and county emergency response capabilities, provides technical assistance to local governments as they prepare emergency plans and procedures, as well as conducts emergency operations trainings for state and local government agencies.
The Division serves as the lead agency for the State Emergency Response Team (SERT), whose primary goal is the coordination of the state's efforts during disaster response and recovery. This coordination is conducted within the State Emergency Operations Center (SEOC) in Tallahassee. Additionally, the Division manages the State Watch Office; the 24-hours a day operation tasked with providing situational awareness to stakeholders statewide. After a disaster, FDEM conducts damage assessment surveys and advises the Governor of the state of Florida on whether to declare an emergency and seek federal relief funds. Position Overview and Responsibilities:
This is a professional position located in the Bureau of Recovery's Planning Unit within the Admin & Plans section. This position is responsible for assisting the Planning Unit Manager with the development, maintenance, and tracking of bureau policies and procedures, job aides, and other technical or operational plans in support of the bureau's various programs and functions. Duties and responsibilities include:

  • Maintain a tracking system for all plans and technical documents managed by the Planning Unit.
  • Coordinate updates to plans based on required or regulatory timeframes or at the direction of Bureau Leadership.
  • Develop templates and guides to assist in the formation of planning documents, in accordance with the Division's style guide.
  • Review draft planning documents for accuracy, formatting, and compliance with Bureau and Division standards.
  • Serve in a disaster-specific role in the SERT Planning Section under the direction of the SERT Planning Section Chief during activations of the State Emergency Operations Center.
  • Assist in the mapping of Bureau business processes to identify efficiencies and areas of improvement.
  • Work with other units in the Recovery Bureau and external stakeholders to identify areas for plan development.
  • Serve in planning roles at Joint Field Offices, Area Field Offices, and other recovery-based facilities following presidentially declared disasters.
  • Independently research and stay abreast of best practices and new approaches for plan development and maintenance and implement best practices; incorporate changes in FEMA planning processes into Bureau and Division planning products as necessary.
  • Attend conferences, trainings, meetings, workshops, and other engagements related to emergency management planning and disaster recovery.
  • Incumbent must be able to deploy for up to 14 days with little to no advance notice anywhere in Florida or the United States, work nontraditional hours including weekends and holidays, and perform other duties as required. Travel requirements in support of emergency operations may be extensive in nature (e.g., weeks) and are more limited in nature during routine non-emergency operations.
