Operations Manager - Early Intervention
Position time will be split between Grand Forks, ND and Fargo, ND 

JOB SUMMARY

The purpose of this position is to assure that home-based family-focused Early Intervention and developmental services are provided to eligible infants and toddlers (0-3) and their families within the regulations and timelines of the state of North Dakota. This position is responsible for both implementation of best practices and efficient operation within service delivery. This position will report to the Regional Vice President.

QUALIFICATIONS (minimum requirements)

Education and/or years' experience required: 

  • Bachelor's degree required: Master's degree preferred. Prefer at least 5 years of experience in any one or a combination of the following areas: education, therapeutic, human service, healthcare or related field
  • Prior supervisory, management or program responsibility is preferred

Preferred/Required Skills and Abilities:

  • Must be able to work effectively with a wide variety of professional disciplines and regulatory and community contacts to assure program effectiveness 
  • Must be able to use time effectively and ensure that all Anne Carlsen Early Interventionists meet state regulations and timelines for Early Intervention which include personnel qualifications, educational qualifications and North Dakota's Early Intervention competencies
  • Must be able to work with a wide variety of social, economic and cultural backgrounds 
  • Completes required training and educational requirements per State, Federal, local health codes and Anne Carlsen Center policies and procedures. 
  • Must have a foundational level of business acumen to drive high quality programming that is financially sound
  • Accountable for researching and creatively implementing evidence-based best practices in Early Intervention and Child Development 
  • This position must have a valid driver's license and reliable transportation as travel will be required

Supervision of others/decision making aptitude: This position supervises the regional Early Intervention team to include Lead Early Interventionists, Early Interventionists, and Administrative Assistants.   

ESSENTIAL FUNCTIONS AND ACCOUNTABILITES

Leadership and Staff Development

  • Create a healthy and high-performance environment in your program by selecting, retaining and fostering the development of a strong team. 
  • Works closely with Lead Early Interventionists to ensure staff have the information and resources to provide quality service and services
  • Collaborates with Lead Early Interventionist to hold regular staff meetings in each market to ensure information, quality of services and compliance 
  • Develop and encourage a culture that reinforces the mission and values of Anne Carlsen 
  • Works under the direction of the Regional Vice President to implement and execute organizational and programmatic strategy that reinforces the mission and vision of Anne Carlsen
  • Coordinates with the Lead Early Interventionist to complete performance evaluations and provide ongoing feedback for the Regional Early Intervention Team

Financial Management

  • Effectively steward Anne Carlsen resources and works closely with the Regional Vice President with the implementation of an established budget that drives progress toward the vision and best possible outcomes
  • Accountable for accurate, efficient, and ethical billing practices for regional Early Intervention services
  • In collaboration with the regional vice president and administrative assistant, processes and handles any appeals of the billing to assure appropriate program reimbursement
  • Responsible for collaboration with Health Information Management department to respond to program integrity audits
  • Reviews and approves expense reimbursements according to Anne Carlsen policy 

Lifelong Learning and Improvement

  • Lead innovation and continuous improvement efforts to become industry leaders in service delivery  
  • Successfully completes all Anne Carlsen training requirements according to Anne Carlsen policies and state guidelines    
  • Monitors and enforces compliance with Early Interventionist credentialing, licensure and educational requirements
  • With feedback and input from the Lead Early Interventionists, identifies areas and opportunities for growth and development of program and staff to ensure high quality services that incorporate cutting edge evidence-based practices

Operations Management

  • Ensure highest quality outcomes through the effective management of people, systems, and processes.     
  • This management position will not include direct service delivery 
  • This position will work closely with the Regional Vice President (VP) and will facilitate effective organizational communication.  This includes keeping the Early Intervention team informed and ensuring that the VP and ACC leadership are apprised of programmatic updates and/or serious events/incidents as they arise 
  • The Operations Manager will work closely with the Lead Early Interventionist within each market to coordinate with the referral agencies to assign each staff member's case load based on the needs of the child/family in relation to the staff member's training and experience, the location of the home and the current case load of the staff member
  • Support for the Lead Early Interventionists for staff and parent concerns.  Informs and coordinates with VP on concerns as needed
  • Responsible for following polices for hiring staff, management of staff and  
  • termination including contract staff and interns with input/feedback/support of Lead Early Interventionist
  • Compiles and submits all program reports (e.g., incidents, QE, CQL) to the Vice President accurately and in a timely manner 
  • Ensures that regional Early Intervention Services are provided according to the established Anne Carlsen policies and procedures, federal and state laws, rules and regulations
  • Complies with minimum program benchmarks / expectations of satisfaction surveys and organization / program reviews/ audits
  • Responsible to balance team caseloads to maintain an appropriate ratio of direct/non-direct activities and services 
  • Manages time and attendance of EI workforce to optimize resources and ensure compliance with Anne Carlsen policy

Collaborative Environment

  • Serves as liaison for Lead Early Interventionists to the Regional Vice President 
  • Establishes collaborative relationships and networks within the Early Intervention Program and with other ANNE CARLSEN programs that could share services or staffing
  • Works closely with the Regional Vice President to build collaborative networks within the region (e.g., referral agencies, parent advocacy groups, etc.) 
  • Participate in related statewide committees or stakeholder meetings as needed
