The Florida Department of Children and Families is looking for a high-energy individual to lead its Contract Administration unit.  The Chief will be responsible for conferring with Department leadership in the planning, development, and implementation of contracts to assure management’s objectives are being met and the Department is in compliance with all applicable state/federal laws and regulations.  This position will be located at the Department’s headquarters located in Tallahassee, Florida.

Salary is expected to be $70,000 to $84,000 annually.

 

Essential Duties and Responsibilities

  • Provides quality internal and external customer service surrounding the Department values in the preparation and review of customer contracts.
  • Assist in the design and administration of the Department contract database.
  • On-boarding, training and reviewing of contract administration personnel.
  • Professional development of core team members.
  • Ensure contract review, approval and execution in accordance with Department policies.
  • Provide day-to-day supervision of customer contract review by contract administration personnel.
  • Responsible for directing a contract administrative team.
  • Develop process and standardized templates for customer contracts going forward, perform training, and handle questions.
  • Assist personnel with issues regarding contract administration.
  • Review contracts for inputting into the database.
  • Create and generate reports for business/program units.
  • Track expirations, renewals, amendments, and provide guidance on best practices.
  • Other duties as assigned.

 

Knowledge, Skills, and Abilities

  • Knowledge of external and Department policies, procedures, and requirements governing procurement, contracting, contract administration, or contract management.
  • Knowledge of the legal, business, administrative, or fiscal aspects of procurement and contracting.
  • Knowledge of legal, programmatic, administrative, or fiscal aspects relevant to Department business.
  • Skill in communicating complex concepts, processes, and procedures.
  • Skill in effectively analyzing and identifying substantive and procedural solutions to complex issues.
  • Skill in drafting policies, procedures, or analyses.
  • Ability to effectively communicate orally or in writing to inform management and guide subordinate personnel.
  • Ability to undertake complex projects with long lead times and achieve effective results.
  • Ability to plan, organize, and manages resources to address problems and achieve timely and effective solutions.

 

Desired Skills and Experience

Candidates must have at least two years of experience in contract administration and/or contract law.

Preference will be given to candidates as follows:

  • Experience with federal and state government contracting, to include, but not limited to:
    • Experience with sub-recipient award / contract relationships involving Federal funds related to 2 CFR 200 or 45 CFR 75 Uniform Grant Guidance provisions or the former OMB Circulars; and
    • Experience with agreements involving State Financial Assistance related to Section 215.97, Florida Statute.
  • Current relevant certifications such as Florida Certified Contract Manager (FCCM), Florida Certified Contract Negotiator (FCCN), or Project Management Professional (PMP).
  • Experience in management and supervision.

 

Statewide travel is required, including overnight travel, approximately two to five times per year and typically for one or two nights at a time.

BACKGROUND SCREENING REQUIREMENT:  It is the policy of the Florida Department of Children and Families that any applicant being considered for employment must successfully complete a State and National criminal history check as a condition of employment before beginning employment, and also be screened in accordance with the requirements of Chapter 435, F.S., and, if applicable, Chapter 408, F.S.  No applicant may begin employment until the background investigation results are received, reviewed for any disqualifying offenses, and approved by the Agency.  Background investigations shall include, but not be limited to, fingerprinting for State and Federal criminal records checks through the Florida Department of Law Enforcement (FDLE) and Federal Bureau of Investigation (FBI) and may include local criminal history checks through local law enforcement agencies.  Also, employees are subject to background re-screening at least every five (5) years.
