Job Summary

Under the general direction of the Manager, the Fiscal Operations independently reports, analyzes, and makes recommendations on all operational fiscal activities for Beach Building Services, including providing budget/revenue projections, fund reconciliations, expense tracking, department charge back billing coordination, and other fiscal related activities.  Serves as backup to the Project Fiscal Analyst when needed.

Key Responsibilities
  • Performs the lead role in monitoring, analyzing, reporting, and recommending action regarding the department's operational financial activities. Establishes and supervises internal processes to ensure that all departmental financial transactions are documented; oversees reconciliation reporting and financial data; prepares monthly financial revenue, expenditure; and budget reports; advises the Manager, Fiscal Services on department financial activities, including variance analysis, process evaluation, and other fiscal analysis, as needed.
  • Oversees fiscal analysis, documentation, and university-wide fiscal reporting activities for Beach Building Services (BBS). Prepares reports and analysis for senior and executive leadership, including budget allocation review and quarterly financial assessment preparation.
  • Administers the department charge-back billing operations (including events, work orders, project billings, etc.); using both automated and manual billing methods, computerized maintenance management system (CMMS) review, and general ledger reconciliations. Serves as backup to the Project Fiscal Analyst when needed.
  • Other duties as assigned, in support of departmental fiscal needs.
Knowledge Skills and Abilities
  • Knowledge of, or the demonstrated ability to learn quickly a variety of state, CSU and University policies, practices and formats applicable, to budget and accounting.
  • Demonstrate ability to communicate effectively, both verbally and in written form within an ethnically and culturally diverse campus community.
  • Experience working in a university or large service organizational setting.
  • Highly advanced knowledge and ability to accurately enter and evaluate data using Microsoft Excel, Word, or Access, on IBM or compatible computer, required.
  • Working knowledge and experience in general accounting and principles; and the ability to apply this knowledge.
  • Ability to develop and implement processes to facilitate budget  and accounting analysis.
  • Ability to make independent decisions and take initiative in solving problems and suggesting alternate solutions in streamlining processes.
  • Knowledge of CMMS related software.
  • Knowledge of government accounting principles.
  • Knowledge of PeopleSoft, Purchase Order and Requisition inquiry, and HR systems.
  • Excellent customer service skills required.
  • Ability to communicate with an ethnically and culturally diverse campus community.

Education and Experience

Equivalent to a bachelor's degree in a related field and three years of related experience.

Licenses / Certificates

Valid California driver's license preferred. Employees who are required to operate motorized vehicles and/or use their personal vehicle more than once a month on University business are required to take a mandatory Defensive Driving course and enroll in the DMV Employee Pull Notice (EPN) Program.

Compensation

CSU Classification Salary Range: $3,518 - $6,791 per month. Salary placement is determined by the education, experience, and qualifications the candidate brings to the position, internal equity, and the hiring department's fiscal resources.

Time Base

Full-time temporary position for 1 year with no permanent status granted. Temporary assignments may expire prior to the ending date.
