i. Complete an analysis of historic data collected from UN missions, investigations, inquiries, and stress tests related to the UN’s “in-mission” Casualty Evacuation systems and identify trends, noting areas for improvement and excellence/best practice. ii. The strategic improvement plan for ’in mission’ Casualty Evacuation systems that articulates the policies, procedures, materiel and training resources required is elaborated. iii. ‘Quick wins’ for improving the Casualty Evacuation systems currently in use in UN peacekeeping and special political missions are identified and implemented. iv. Metrics for assessing the efficacy and efficiency of the non-clinical aspects of the ‘in-mission’ Casualty Evacuation system will be identified and a method for their collection and analysis established and an initial analysis of efficacy of information conducted. v. Advise all involved department to revise the Redraft the current Casualty Evacuation in the Field policy and any other supporting policy required. vi. Establish and pilot a training and mentoring package for executing “in-mission” Casualty Evacuation, based on the policies, practices and procedures articulated in the revised Casualty Evacuation in the Field policy document. vii. UN policies and training materials and courses/programmes associated with the delivery of the “in-mission” Casualty Evacuation will have been reviewed and coherence/alignment across to policy, training, and materiel requirements achieved. viii. A review of the Contingent Owned Equipment (COE), platform requirements (helicopters/ambulances/aid kits etc.) and medical/Casualty Evacuation C4I technologies associated with in-mission pre-hospital trauma care and Casualty Evacuation will be conducted. ix. Revised medical COE proposals based on point viii above will have been drafted and approved for presentation at the next COE Working Group.

Duties and Responsibilities
• Analyze the current Casualty Evacuation systems used in UN missions. • Advise the integrated UNHQ team in charge of developing a strategic plan for the improvement of in-mission Casualty Evacuation systems. • Lead in the initial rollout of the strategic plan on behalf of OPSP. • Advise on possible metrics for measuring the efficacy and efficiency of the non-clinical aspects of Casualty Evacuation. • Participate in peacekeeping mission Casualty Evacuation stress tests during 2024 and 2025 as required by OPSP to both collect data and identify quick wins. • Advise the integrated UNHQ team in charge of drafting /editing a revised Casualty Evacuation in the Field policy document as well as any subordinate documents. • Establish and oversee an editorial/advisory panel of UN stakeholders to assist with the production of the revised Casualty Evacuation in the Field policy document. • Develop and pilot training/mentoring associated with the revised Casualty Evacuation in the Field policy document. • Assist missions in drafting revised medical support/Casualty Evacuation plans to ensure policy compliance and standardisation in format across missions. • Conduct a review of all existent policy (medical, logistics, aviation command & control), training, and materiel employed during in mission Casualty Evacuation and make recommendations for coherence across these areas, including assisting in the revision of other policy documents where required • Conduct a review of COE medical equipment associated with in mission pre-hospital trauma care and Casualty Evacuation and advise in drafting and presenting recommendations/papers at the next COE Working Group. • Assist OPSP with other duties, including the provision of advice, drafting of policies, briefs and other material related to the delivery of operational medical support related to Casualty Evacuation.
Qualifications/special skills
Advanced university degree related to military operational support and planning or the Operational Management of civilian emergency and rescue services service, or an Advanced Degree in Disaster Management. Attendance at national military Staff College or civilian emergency services/civil defence equivalent is required. A minimum of 15 years of progressively responsible relevant military or emergency services experience, including not less than five years at senior level (Army Colonel/emergency services equivalent or above) in the delivery of operational medical support systems, policy and doctrine development and drafting. Experience in the command field deployable medical units. Experience in training/mentoring medical services personnel and other military/civilian staff involved in the delivery of operational medical support. Recent experience (within the last three years) of the UN’s deployed medical support and logistics systems is highly desirable. Experience with and confidence in both verbal and written briefing of senior UN staff and senior seconded military officers
Languages
English and French are the working languages of the United Nations Secretariat. For this position, fluency in English, with excellent drafting and communication skills, is required. Knowledge of another United Nations official language is an advantage.
