Job description

The City of Madison's Community Development Division (CDD) is seeking a qualified and motivated Older Adult Program and Outreach Coordinatorwithin the Community Resources Unit at the Madison Senior Center, a City-owned and nationally accredited facility serving Older Adults in Madison.

This professional and administrative position is responsible for developing, implementing, and evaluating a wide range of Program and services tailored to meet the unique needs of Older Adults - including but not limited to social engagement, recreational and health promotion activities, and special events. This work involves building and maintaining relationships with various stakeholders, including senior groups, community service providers, and Older Adults. This includes cultivating relationships throughout the community and educating the aging community about the Madison Senior Center's programs and services. Under general supervision of the Community Development Program Manager, work involves the exercise of independent judgment and initiative in management of programs and activities of the Senior Center.
The CDD plays a central role in the City's efforts to promote the general well-being of its residents and the neighborhoods in which they live. We collaborate with a broad network of community partners on programs and activities that seek to make available to all Madison residents the basic resources and services that can materially affect their quality of life and open doors for future success. We devote particular attention to conditions that affect persons who face significant economic, cultural or social barriers to opportunity. We touch on many aspects of daily living including, for example, housing; positive child, youth and family development; economic self-sufficiency; successful aging for Older Adults; crisis intervention and connection to community. Program Coordination and Development
  • Develop, implement, coordinate, and maintain programs, services, and activities that support Older Adults.
  • Develop appropriate programs and activities for multiple cohorts of older persons, addressing social, economic, intellectual, educational, spiritual, cultural, physical, and emotional aspects of aging.
  • Collaborate with program staff to coordinate new program development, identify knowledge experts, and orient facilitators and instructors.
  • Develop and implement presentations and activities to engage Black, Indigenous and People of Color (BIPOC), LGBTQ+, and low-income Older Adults.
  • Establish schedules and methods for providing programs, services, and activities; recommend improvements or modifications; assist in developing and implementing programming policies and procedures.
  • Coordinate programs with community partners such as UW-Madison, Madison College, NewBridge, and WI Institute for Healthy Aging.
Community Education and Engagement
  • Develop, promote, and implement a range of successful aging outreach activities and events in collaboration with community centers and nonprofit agencies serving Older Adults.
  • Develop and implement an annual plan to build and sustain relationships with program stakeholders, including Aging Services providers, nonprofit organizations, and other community stakeholder partners.
  • Plan and deliver workshops that promote cultural awareness, and engage BIPOC, LGBTQ+, and low-income Older Adults.
  • Recruit program participants and volunteers through tabling, outreach, and meetings.
  • Foster and maintain community partnerships to engage new participants, create new opportunities for successful aging programming, and promote volunteerism and program support.
  • Develop and distribute print and electronic information about successful aging programs, activities, and events available at the Madison Senior Center and throughout the community.
Service Coordination and Administration
  • Serve as primary point of contact for all service coordination requests and make timely and appropriate referrals to external service providers when applicable.
  • Create and maintain a resource directory of service providers and resources.
  • Create and maintain a database of participants and participant needs.
  • Proactively develop and arrange educational/preventative health programs and services for participants.
  • Develop and sustain partnerships with the Area Agency on Aging, the Aging and Disability Resource Center, community-based supportive service providers and other community stakeholders.
Volunteer Coordination and Administration
  • Identify volunteers and provide direction, coordination, and consultation for all volunteer and collaborative functions within the Madison Senior Center.
  • Serve as primary point of contact for all requests to volunteer/collaborate and ensure a timely response.
  • Develop and maintain a comprehensive recruitment, orientation, training, retention, and recognition plan for individual and group volunteers.
  • Develop and maintain strong, positive relationships with collaborative partners ensuring that mutually agreed upon expectations are being met.
  • Develop and maintain complete and accurate records including volunteer policies, procedures, position descriptions, standards of conduct and, where applicable, criminal background checks.
  • Develop and provide to management monthly and annual reports on all individual and group volunteer activities.
  • Collaborate with program staff in developing and maintaining a comprehensive list of involvement opportunities for individual and group volunteers and collaborative partnerships.
Perform related work as required.
  • Two (2) years of responsible experience in the planning, development, evaluation and/or implementation of programs, activities or services to targeted populations or program areas, including two (2) years of experience providing direct services to Older Adults.
  • Bachelor's degree in Human Services, Social Work, Sociology, Psychology, Ethnic/Gender Studies, Gerontology or other related field.
If an applicant does not possess the specific requirements outlined above, HR will review the application materials to determine if the applicant possesses the following equivalent experience:

Two (2) years of experience in applying the following:
  • Types of programs and activities that contribute to the well being of Older Adults.
  • Older adults' physical, emotional, and social needs and interests.
  • Community resources available to Older Adults and those available to aid in Senior Center program development.
  • Survey instruments to assess participant needs and outcomes, and to prepare clear and concise narrative and statistical reports.
  • Methods used to schedule, organize and implement programs, services, activities, and/or special events.
  • Outreach, marketing, public relations and communication principles, techniques and practices.
  • Computer software applicable to the duties of the position, including word processing, spreadsheet, data base and desktop publishing.
Familiarity with the following:
  • Methods for securing resources and in-kind services for non-profit/government programs.
  • Basic budgeting and recordkeeping procedures and practices.
  • Cultural competencies related to Black, Indigenous, and People of Color (BIPOC), LGBTQIA+, and low-income individuals, communities, and organizations.

  • Work independently and organize and prioritize own work within established deadlines, adhere to assigned work schedules and adapt to changes in work assignments.

Possession of a valid driver's license.

Ability to adjust scheduled hours to lead selected programs, attend meetings or provide presentations outside of the normal work schedule, including some weekends and evenings.
Physical Requirements:
Ability to assist in room arrangements (including moving tables and chairs) and operate equipment. Ability to lift 30 pounds occasionally. Ability to sit/stand at a computer and use standard office equipment.
