MAJOR FUNCTION
Advanced level professional work promoting and ensuring equal opportunity and fair treatment in Polk County BoCC employment, services, programs, and activities.in compliance with federal, state, and local employment laws, regulations, county policies and procedures. Receive Investigate, and Resolve discrimination, harassment, and sexual harassment complaints made against Polk County BoCC employees, administration, and/or the organization.   

ILLUSTRATIVE DUTIES

Provides support and assistance to the Equal Opportunity (EO) Administrator in the investigation and resolution of discrimination and/or harassment complaints. Advises and counsels employees regarding discrimination and/or harassment concerns, allegations, and complaints, as directed by the EO Administrator or the Equity and HR Director. Interviews complainants and witnesses and informs them of their procedural and legal rights and responsibilities, per BoCC policies and procedures. Assists in the coordination, implementation and oversight of Polk County Equal Employment Opportunity/Affirmative Action initiatives and programs. Creates reports and assists with the maintenance of reports and desk audits of Polk County divisions and analyzes progress. Assists the EO Administrator with providing reports to county, state, or federal agencies by analyzing statistical and/or demographic data. Collects, analyzes, and maintains data relative to discrimination complaints from Polk County employees, applicants for county employment or services, and Polk County customers or citizens. Processes and reviews complaint forms for completeness and preparation for resolution. Evaluates complaints and conducts investigations to determine whether or not violations of Polk County policies or procedures may have occurred. Writes investigation reports. Performs research related to EEO/AA inquiries and/or requests in order to provide information, recommend alternatives, and solutions. Assists with coordinating discrimination and appeal hearings by gathering and preparing pertinent information for hearings. Assists with the development and implementation of diversity awareness trainings and educational materials. Conducts training and diversity awareness education, as directed. Attends, participates, and/or makes presentations at public functions, meetings, and conferences representing the EO Administrator as requested. Assists with the coordination of the Community Relations Advisory Council meetings, programs, and events, and attend same.  Performs other related duties.

KNOWLEDGE, ABILITIES AND SKILLS

Knowledge of management and administration operations, principles, policies, methods, and procedures. Ability to learn County operations, policies and procedures.  Ability to analyze, advise and assist with and solve administrative problems. Ability to concentrate on detail and sequential work tasks. Must have skillful research, report writing, record keeping and communication skills. Ability to recognize incorrect information or work and take remedial actions independently. Ability to prepare presentations and speak at public meetings. Knowledge of federal and state equal employment opportunity laws and regulations. Knowledge of trends and changes, regarding equal employment opportunity laws and workforce demographics. 

Ability to use good judgment and make independent decisions.  Ability to establish and maintain an effective working relationship with employees, officials, and the public. Ability to think and react calmly and responsibly in emergencies. Knowledge of personal computer hardware and software. Must be able to perform data entry keying.  Ability to see, ambulate independently, bend, stoop, sit, and stand.  Ability to drive in order to provide on-site investigations.

MINIMUM QUALIFICATIONS

Graduate of an accredited four (4) year college or university with a degree in Human Resources, Law, Psychology, Political Science, or Public Administration, and have a minimum of two years (2) experience investigating and resolving discrimination or harassment (or similar) complaints, and report writing experience within a Human Resources, Equal Opportunity/Affirmative Action, or Diversity Affairs Office, or paralegal experience in the area of employment law. Must have one year experience using a personal computer for research, report preparation and writing. 

Must possess a valid driver's license and be able to secure a valid Florida driver's license at the time of employment.

SPECIAL REQUIREMENT

This position may be required to report for work when a declaration of emergency has been declared in Polk County.
