Job description

Under the general direction of the Staff Services Manager II (SSM II), Section Chief of the Non-MAGI and Immigration Policies Section, within the Policy Development Branch (PDB), the Health Program Specialist I (HPS I) serves as the subject matter expert and specialist for development, implementation, and policy consultation regarding the federal Medicaid rules. As subject matter expert, the HPS I will take lead in development of All County Welfare Directors Letters (ACWDLs), State Plan Amendments (SPAs), and regulatory language, ensuring compliance with Immigration, and Non-MAGI Medi-Cal financial eligibility requirements in implementing Medi-Cal policy. The HPS I will provide expert consultation services to Unit, Section, Branch, and Division staff, executive management team members, and advocates on the complexities of eligibility policies as they relate to Medi-Cal eligibility rules and the subsequent policy implications for the Division and other divisions within the Department, county social services departments, and the public.
The HPS I will be essential lead in working with various external stakeholders, the Centers for Medicare and Medicaid Services (CMS), as well as internal staff and executive management. The HPS I will also be in frequent consultation with Covered California, the California Healthcare, Eligibility, Enrollment, and Retention System (CalHEERS), the California Department of Social Services (CDSS), county human services departments, and the California Welfare Directors Association (CWDA) in the implementation and development of uniform eligibility and enrollment policies and procedures.
The HPS I in the Policy Development Branch must be able to perform their duties proficiently with minimal supervision, exercising considerable independent judgment in providing policy and procedural recommendations that have significant impact on California's Medi-Cal program. The recommendations of this HPS I affect county government operations and finances, and the health and welfare of the Medi-Cal member population. The specialist must have a thorough knowledge and understanding of state Medi-Cal eligibility laws and regulations, as well as remain up-to-date with the frequent changes occurring in the program.

Working Conditions
DHCS has embraced the hybrid work environment, and this position will work in a state office building and/or telework at home. Please see the attached duty statement for details on the number of allowable telework days per week.
Telework is based on operational needs for employees who can perform their essential functions remotely and/or whose duties are conducive to teleworking per DHCS' Telework Policy and in accordance with Government Code Sections 14200 - 14203 for employees residing in California.
When the incumbent needs to report to an office, they will need to report to DHCS office location: 1501 Capitol Avenue, Sacramento, CA 95814
