Duties and Responsibilities
(NOTE: **denotes Essential Functions)
1. ** Defines and designs networks and telecommunications systems to meet diverse needs of the entire University system.
2. ** Projects require unusually creative problem solving, exceptional project management skills and the high level of technical capacity cutting across processes, applications, disciplines and technologies.
3. ** Develop technical design and identify necessary equipment and services.
4. ** Work closely with industry, institutional and subject matter experts for effective application of technology.
5. ** Monitor project progress and make necessary adjustments. Coordinate and manage the efforts of project participants, including technical professionals, customer executives and operations staff.
6. ** Ensure positive working relations with external partners, government agencies, community leaders and University management.
7. ** Offer effective and creative solutions to uncommon and complex network and application problems.
8. ** Monitor cutting edge technologies, and maintain awareness of emerging technology trends.
9. ** Develop thorough understanding of applicable technologies including their benefits and limitations.
10. ** Build prototypes and conduct technology experiments to assess technical and implementation feasibility.
11. ** Provide guidance, training and documentation on advanced network development and architecture.
12. Evaluate network performance and security weaknesses and provide preventative measures and tools.
13. Keeps abreast of latest developments and techniques by reading technical journals and periodicals and by attending meetings and conventions.
14. Investigates techniques and strategies utilized by other installations, especially higher education institutions by participating in various professional organizations.
15. Maintain a current knowledge of industry development and incorporate such into the design and planning of the University's current and future system operations and capabilities.
16. Other duties as assigned.
Minimum Qualifications
1. Possession of a pertinent baccalaureate educational degree in Computer Science, Electrical Engineering or related field and 4 years of progressively responsible professional information technology experience with responsibilities for enterprise, institutional or service provider class networking, of which 2 years of the experience must have been comparable in scope and complexity to the next lower payband in the University of Hawai'i broadband system; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
2. Considerable working knowledge of enterprise, institutional or service provider class networking as demonstrated by the broad knowledge and understanding of the full range of pertinent standard and evolving information technology concepts, principles and methodology.
3. Considerable working knowledge and understanding of the broad technology, systems, hardware and software associated with enterprise, institutional or service provider class networking.
4. Demonstrated ability to recognize a wide range of intricate problems, use reasoning and logic to determine accurate causes, and apply principles and practices to determine, evaluate, integrate, and implement practical and thorough solutions in an effective and timely manner.
5. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
7. If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
8. Comprehensive knowledge and understanding of current and emerging internetworking and transport technologies used in wide and local area networks including: ethernet, TCP/IP (IPv4/IPv6), QoS, multicast, switching and routing protocols.
9. Four (4) or more years of progressively responsible experience in complex local and wide area Internet design, planning, installation and management.
10. Ability to work a variable work schedule; and, work outside normally scheduled work hours including day, night, weekend and/or holiday hours, as directed.
Desirable Qualifications
1. Knowledge of DWDM, microwave and RF/wireless transport technologies.
2. Experience in scripting and/or programming, including but not limited to network automation.
3. Knowledge of Linux system administration.
4. Through knowledge of best practices in information and network security, desktop computer hardware, software and operations systems, multi-user system administration.
5. Knowledge of Cisco IOS, Arista, and Juniper routing/switching operating systems.
6. Knowledge of network management and performance analysis.
