Job description


The Information Technology Division (ITD) of the State Court Administrator's Office (SCAO) is seeking a senior level developer and software engineer to perform complex assignments that support the business needs of the MN Judicial Branch with information technology applications. The work of this role will include senior leadership level design, software analysis and development within the Information Technology Division. The following are examples of major job duties expected for this position to perform:
  • Work closely with the team to produce high-quality software solutions and innovative approaches to technology challenges.
  • Proactively participate in project sessions and review/approve artifacts, including functional, technical & deployment specifications.
  • Communicate, both orally and in writing, with a wide range of technical and business partners regarding complex technology.
  • Develop new software and maintain existing software utilizing Microsoft and other development technologies, tools, and frameworks.
  • Design, develop, test and document applications and web services that perform the functions specified in the business design by using Angular, C#, .NET, MVC and SQL Server.
  • Troubleshoot existing applications with respect to database, security, web services, and third-party tools.
  • Champion new technologies and methodologies to help continue to move the MN Judicial branch forward with cutting-edge technology.
  • Proactively contribute to architectural design discussions and carry out the architectural vision guided by software architects.
  • Develop and support tools and applications that support the MN Judicial Branch in serving the citizens of Minnesota.
Below are the past experiences that will enable success in the role. For education requirements listed, the equivalent number of years of related experience may serve as a substitute.
Minimum Qualifications:
  • Bachelor's degree in management information systems, Computer Science or related field; or equivalent information technology and computer programming training that includes certification from an accredited technical school of programming.
  • 5-7 years software development experience.
Knowledge, Skills, and Abilities:
  • Ability to communicate effectively, both orally and in writing, and to explain technical concepts to both technical and non-technical partners.
  • Ability to work well in a team-based environment.
  • Strong communication skills to partner and facilitate interactions with project stakeholders and other application teams.
  • Experience with MS SQL Server databases and SQL programming.
  • Experience working in an agile software development environment.
  • Experience with responsive web design and development.
  • Excellent analytical and problem-solving skills.
Preferred Qualifications:
  • Experience developing software with some or all: .NET Core 3.1, ASP.NET Core, Entity Framework Core, Angular, Objective-C, Swift, XAML, JSON, AWS.
  • Significant experience and knowledge of full-stack application development and support, and prior experience building large-scale and high-availability web applications on the .NET framework.
  • 5+ years of experience performing progressively more complex analysis, design and development for software applications.
  • 5+ years of software development experience using ASP.NET/C#, HTML/CSS, JavaScript, jQuery, Bootstrap, MVC framework, Web API.

Salary
The expected starting salary range for external candidates is $43.65 - $55.66 per hour ($91,141 - $116,218 annually). The full salary range for this position is $43.65 - $67.67 per hour ($91,141 - $141,295 annually). This position is exempt under the Fair Labor Standards Act and is eligible for State of MN employee benefits.

This full-time position is classified as Information Technology Specialist V. The position will work normal business hours, Monday-Friday. Work will be conducted in a hybrid environment, with in-person work required approximately 1 time per month at the Minnesota Judicial Center, in St. Paul, Minnesota.
