Responsibilities
We are seeking personnel to join our team of talented professionals who possess the experience, vision, commitment, and integrity to successfully support clients within the Department of Defense (DoD) and Noblis research projects.
The Office of the Deputy Assistant Secretary of Defense for (ODASD) Environment & Energy Resilience (E&ER) establishes policy and governance for programs and activities that enable resilience and cyber-secure energy for weapon systems and installations. This includes budgetary, policy, and management oversight of programs related to climate change, compliance with environmental laws, prevention of pollution, management of natural and cultural resources, and cleanup of contaminated sites, as well as energy resilience, risk, and performance.
As a .NET Software Developer, you will be a valued member of a collaborative team of talented software engineers, developers, managers, and clients in a fast paced iterative and agile development environment. The team is working to improve the operation of the Department of Defense's research and development (R&D) programs and improve Noblis's sustainability software offerings.
Qualified candidate will provide technical expertise for full life cycle development and support to this critical program, including:
  • Develop and test web-applications using .NET, Visual Studio, and SQL Server
  • Serve as the primary developer for a new application build or major rebuild
  • Provide input on solutioning and UI/UX designs
  • Estimate and plan work items
  • Participate in release activities and troubleshooting
  • Work closely with the Product Owner to understand the business value of requirements and collaborate with a team to translate these needs into working software
  • Improve yourself and your team through ongoing idea-sharing, collaboration, and problem-solving.
  • Work with the Scrum Master to improve team performance and consistently deliver quality software on time and within budget
  • Recommend innovative solutions to improve our products

Required Qualifications
Required minimum skills and knowledge:
  • Bachelors in Computer Science, Computer Engineering, or similar
  • 6-12 years' experience in software development or web development
  • U.S. Citizen
  • Experience with .NET/C#, HTML/CSS, and JavaScript/jQuery
  • Experience working with a designer on application UI/UX
  • Experience standing up a new application or conducting a major application rebuild, including data migration
  • Experience creating visualizations, reporting, or dashboards
  • Ability to work both independently and as part of a team on multiple tasks using Agile Scrum
  • Effective verbal and written communication skills to convey technical solutions with the team and create robust documentation
  • Proactive attitude

Desired skills and knowledge:
  • Experience with AWS services
  • Experience developing applications using JavaScript frameworks (Kendo, angular.js, vue.js, etc.)
  • Experience with database design
  • Experience applying machine learning (e.g., natural language processing, reinforcement learning)
  • Interest in application security and code quality
  • Interest in client/user communications

Minimum Salary
USD $99,100.00/Yr.
Maximum Salary
USD $173,400.00/Yr.

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis' total compensation package for employees.
