What are Trust Fund Positions?
Trust Fund positions are unique to the Smithsonian. They are paid for from a variety of sources, including the Smithsonian endowment, revenue from our business activities, donations, grants and contracts. Trust employees are not part of the civil service, nor does trust fund employment lead to Federal status. The salary ranges for trust positions are generally the same as for federal positions and in many cases trust and federal employees work side by side. OVERVIEW


The Smithsonian Institution, Undersecretary for Science & Research, National Air and Space Museum, Research and Curatorial Affairs Directorate, Collections Management Department is responsible for properly protecting the National Collection of 60,000+ aeronautics and space artifacts in perpetuity and guaranteeing intellectual as well as physical control over those collections. The incumbent comes under the direct supervision of the Chair, Collections Management Department.
The incumbent serves as a Museum Specialist (Collections), IS-1016-12, that is responsible for managing the collections of the National Air and Space Museum (NASM).


DUTIES AND RESPONSIBILITIES


  • Develops a comprehensive understanding of items held under collection to include physical characteristics, location, origination, appropriate handling and security procedures, and other nuances. With this information, the incumbent creates and/or monitors schedules, budgets, material requirements and coordination needed with leadership, other departments, units, agencies or contractors.
  • Establishes priorities, planning, resource allocations and producing successful results on schedule through coordination and liaison with Project Management, Logistics, other departments, SI units, contractors, and agencies regarding the facility construction projects and improvements. Project and programs could be multimillion dollars in scope and may be multi-year in duration. Responsibilities include coordinating reviews within the Museum.
  • Coordinates the SI SD- 410 review process for projects to include loading projects into the review management software program, facilitating design reviews with stakeholders, resolving review comments and ensuring technical adequacy of specifications.
  • Consults with unit supervisors to identify core stakeholders and includes them throughout the project. Ensure that team members are aware of the project schedule and works with the supervisors to ensure that all members are held accountable for their respective tasks.
  • Assigned as COTR, working with the Office of Contracting staff to develop statements of work and proposals. The incumbent performs work related to the contract pre-award process, the work necessary to secure a contract to acquire goods and services. To ensure the procurement will be obtained from responsible sources at a fair and reasonable price, the position evaluates the responsiveness of the contractor's bid or offer to the solicitation, or the contractor's cost or price proposal.

QUALIFICATION REQUIREMENTS


Specialized Experience
One year of specialized experience equal or equivalent to the IS-11 and must include:
  • Extensive experience the work of this job through developing project and logistic plans, coordinating logistical services and programs to include identifying milestones, sequence of events and resources, and coordinating and problem-solving with stakeholders.
  • Experience overseeing staff, interns, volunteers, and contractors in a museum environment.
  • Experience utilizing collection database to assist with digital assets management as well as creating digital collection records preparing, compiling, and transmitting reports.
  • Skill in conflict management, problem-solving, and reaching consensus among a diverse group.
Education
Two full years of progressively higher level graduate education leading to a master’s or equivalent degree related to this position may be substituted to meet the experience requirements.

Knowledge and experience required for this role include but are not limited to:
  • Knowledge, in collections management principles, policies, standards, and practices in the museum profession to assist the Collections Department Chair in the establishment, evaluation, coordination, and monitoring of NASM’s overall collections projects.
  • Knowledge, in the procedures required to manage the procurement process to acquire services in support of collections management.
  • Knowledge in the grants application process and work necessary to coordinate the submission of documents required to seek grant awards for institutional programs and projects.
  • Skill, and awareness in the creation of financial documents necessary to facilitate the procurement process, and an understanding of established methods to manage an organizations or projects budget.
  • Skill, in establishing and managing several projects simultaneously, sufficient to assemble, analyze, and prepare information, statistical data, and reports detailing organizational activity related to collections.
  • Ability, to provide technical oversight for employees designated by management; sufficient to respond to problems, provide training, and other interactions that familiarize employees with operations and best practices.
  • Ability to communicate both verbally and written in a manner that conveys complex or technical information related to collection management or museology in an easily understandable manner.
