This is a non-represented position (no union affiliation) and is subject to the provisions of the Personnel Rules of the Municipality of Anchorage.
DEPARTMENT: Human Resources
HOURS OF WORK: Monday through Friday; 8:00 a.m. to 5:00 p.m. May flex hours for evenings and weekends for job fairs and recruitment events.
LOCATION: City Hall, 632 W 6th Avenue
Example of Duties
Collaborate with hiring managers to develop and implement recruitment strategies and plans for open positions within the municipality. Source and attract highly qualified candidates through various recruitment channels such as job postings, job fairs, campus recruiting, social media, professional networking, and referrals. Screen resumes, conduct phone interviews, and schedule in-person interviews with potential candidates. Participate in in-person interviews and provide feedback to hiring managers. Develop and maintain relationships with local organizations, universities, and job placement agencies to support recruitment efforts. Utilize applicant tracking system to track and maintain candidate information and recruitment metrics. Maintain up-to-date knowledge of employment laws and regulations to ensure compliance throughout recruitment processes. Assist in the development of job descriptions, interview questions, and other recruitment materials. Collaborate with the Employee Services Division to continuously improve recruitment processes and procedures. Represent the municipality at job fairs, career events, and other networking opportunities. Provide support and guidance to hiring managers throughout the recruitment process. Act as a brand ambassador for the municipality, promoting Anchorage's unique culture and opportunities to potential candidates both in Alaska and abroad.
Minimum Qualifications / Substitutions / Preferences
MINIMUM QUALIFICATIONS:
Bachelor's degree in Human Resources Management, or a related field, and two years of professional Human Resources experience, one of which must have been in recruitment, or a human resources specialty appropriate to the position.
Substitution:
High school diploma, GED, or equivalent and any combination of post-secondary education or progressively responsible experience in human resources or a related field may substitute for the Bachelor's degree on a year-for-year basis. Post graduate education in the field or a related field may substitute for the required non-specialized experience on a year-for-year basis.

If selected for hire, the appointment in this position will be conditional based upon a satisfactory Municipal Employment Office conducted background check. A background check encompasses criminal history, verifying education, and verifying dates of employment.
Military Service Interview Preference:
Veterans or who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach to the application a copy of their DD Form 214, DD Form 256, NGB Form 22, or a letter from the US Department of Veterans Affairs recognizing the person as a veteran. The attached documentation must show an honorable discharge or general (under honorable conditions) discharge. The minimum qualifications of the position must be met for preference consideration.
Individuals currently serving as a member in good standing in the National Guard or the organized military reserves who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach proof of current service to the application. Proof of current service can be shown by submission of a statement of service which, at a minimum, shows full name, date of birth, Social Security Number, date service began, branch of service, rank, name of command providing the information, and unit of assignment. The statement of service must be on a form or letterhead of the individual's command organization and show the name, signature, title and contact information for the signer providing the statement of service. The minimum qualifications of the position must be met for preference consideration.
