JOB DESCRIPTION
Under the supervision of the Asset Manager, perform administrative duties related to housing management; conduct financial reviews of financial statements, budgets, Form-10s, and repair and replacement schedules, monthly operating reports; review proposed expenditure and payment requests, rent increase packages, and return on equity requests; conduct physical inspections and write comprehensive reports on findings; respond to inquiries from concerned parties; and perform related duties as required.
  1. Review and analyze operating budgets and audited financial statements. Document findings and draft appropriate correspondence to owners, managers, or accountants. Follow up to ensure that variations are resolved or corrected.
  2. Perform physical and follow-up inspections to ensure that appropriate management procedures have been instituted, which will result in efficient and proper maintenance of the developments.
  3. Review completed monthly/quarterly operating reports for completeness; examine the exception reports and management fee calculations for accuracy.
  4. Review proposals, expenditure payments and return on equity requests for completeness and accuracy.
  5. Review attorney engagement agreements and invoices for payment; forward approved agreements to supervisor for processing.
  6. Process requests for payment of real estate taxes and insurance.
  7. Review DCE/CDE requests and HMFA Board Action items.
  8. Review Form-10s in accordance with established procedures to determine the reasonableness of proposed operating expenses. Prepare new development status reports.
  9. Assist with Development Orientation by meeting with developers and managing agents to review HMFA and Management Division reporting requirements.
  10. Draft program correspondence as required.
  11. Review rent increase packages for Section 236 and Market Rent developments.
  12. Review management packages and insurance certifications for closings.
  13. Prepare project status reports; coordinate with other Divisions to assist the owner or manager of the development. Resolve any problems related to the operation of the development.
  14. Participate in conferences and site meetings concerning the developments.
  15. Identify and resolve problems at "troubled projects," including management deficiencies, excessive vacancies, escrow and debt service delinquencies.
  16. Perform annual Management Agent evaluations.

MINIMUM REQUIREMENTS
EDUCATION/EXPERIENCE:
Four (4) year college degree; five (5) years of relevant experience; three (3) years of project management experience; or any equivalent combination of education and experience which provides the required knowledge, skills, and ability.

A valid driver's license in the state in which the person resides is required only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

  • Ability to communicate effectively orally and in writing and to listen actively.
  • Ability to establish and maintain effective working relationships with staff and the general public.
  • Ability to plan, organize, and accomplish multiple assignments simultaneously.
  • Ability to interpret information and make appropriate recommendations.
  • Ability to maintain a positive work atmosphere in an appropriate manner of behavior that ensures cooperation and effective communication with customers, clients, peers, and management.
