Title: Motor Carrier Program Manager State Role Title: Prog Admin Specialist II Hiring Range: Starting at $54,418, commensurate with experience up to $75,000 Pay Band: 5 Agency: Department of Motor Vehicles Location: Richmond, VA Agency Website: www.dmv.virginia.gov Recruitment Type: General Public - G Job Duties The Virginia Department of Motor Vehicles (DMV) is seeking a Motor Carrier Program Manager to provide direction and oversight of the Administrative Operations work center in Motor Carrier Services’ IFTA/IRP division, including operational, programmatic and administrative areas. This position is responsible for the administrative operations of the International Fuel Tax Agreement (IFTA), PRISM and International Registration Plan (IRP) programs. As a manager, this position will provide direction and oversight of the IFTA/IRP Administrative Operations Team, including employee work performance direction and guidance, operational, programmatic and administrative areas. Responsibilities Include: • Developing and delivering training programs and materials to ensure that staff has the necessary knowledge, skills, and abilities to accomplish goals • Regularly evaluating program and work area activities and results to ensure production and service goals and objectives are achieved to ensure that Virginia complies with the requirements and obligations of the IRP and IFTA international compacts and PRISM Program • Ensuring financial collections, reconciliations, and deposits and processed timely and accurately • Actively participating in inventory reviews of all locations which include a quarterly audit of internal controls and physical inventory • Attending meetings and dialogs with industry representatives about Virginia’s programs, requirements, services, and initiatives underway The Virginia Department of Motor Vehicles (DMV), headquartered in Richmond, Virginia, serves approximately 6.2 million licensed drivers and ID card holders with over 8.4 million registered vehicles. Minimum Qualifications • Demonstrated interpersonal skills and the ability to develop and work with teams and to motivate others and solve problems • Experience Interpreting and articulating tax law, rules, regulations, policies and procedures • Must possess or have the ability to quickly develop a comprehensive knowledge of federal and state laws and regulations pertaining to the licensing, tax, and operational requirements of Motor Carriers. • Demonstrated strength in problem solving and analytical thinking abilities • Strong oral and written communication skills, including presentation skills • Strong PC skills including the ability to develop and utilize spreadsheets, databases and other tools and to analyze and track data, identify trends and anomalies, and to document and report program activities • Experience working with all levels of employees and management as well as law enforcement and other government officials • Must possess a strong customer focus and have the ability to mentor and influence the customer service provided by others • Ability to prioritize, plan and implement assignments and adapt to changing work demands and environments • Working knowledge of accounting principles and practices and accurately managing and accounting for revenues and inventory control management • Ability to work under pressure during peak workload periods • Willingness to accept varied work assignments to meet changing business needs and to work Monday-Saturday with varying hours to meet agency business needs is required • Supervisory experience Additional Considerations • Knowledge in the IFTA program • Knowledge in the IRP program • Knowledge in the PRISM program • Knowledge in Commercial Motor Vehicles Special Instructions You will be provided a confirmation of receipt when your application and/or résumé is submitted successfully.
