WASHINGTON UTILITIES AND TRANSPORTATION COMMISSION

Salary Range: 62 ($69,072 - $92,868)

The Washington Utilities and Transportation Commission (UTC) is currently seeking to fill an Investigator 4 who will be leading Passenger Compliance Investigations working independently to conduct, plan, develop, implement, and direct highly complex or controversial investigations for the Motor Carrier Safety Compliance Investigations Unit. This position supports the UTC mission to protect consumers through independent policy, investigative, research, and enforcement activities that ensure utility and transportation companies provide services in accordance with UTC rules and regulations designed to ensure services are fairly priced, available, reliable, and safe.


The Passenger Compliance Investigations Lead will use their expert knowledge and consultation to provide guidance to staff investigating permitted and non-permitted companies operating within the UTC's jurisdiction. Some of the duties include although aren't limited to the following:

  • Evaluate the work of investigators in the unit.
  • Devise investigative methods, gather analyze and evaluate data, including the use of orders, instituting investigations, orders to produce records, data, and subpoenas.
  • Write reports that reflect the staff investigation, complete with supporting data, declarations, and witness statements.
  • Research, analyze, and evaluate charges that a company or series of companies operated without proper UTC authority or exceed existing UTC authority; and charges that a company operated unsafely.
  • Make recommendations to leadership and/or Commissioners in matters of suspected violation of state law or commission rules. Independently draw conclusions about a company's willingness and ability to comply with requirements and use sound judgment to make recommendations on appropriate sanctions, such as penalties, or other actions based on conclusions, such as a classification hearing, show cause hearing, complaint, or adjudicative proceeding.
  • Negotiate payment arrangements for assessed penalties, including monitoring status of payments.
  • Analyze, interpret, and explain commission statutes, rules, tariffs, contracts, or other regulatory requirements for companies providing or seeking to provide regulated services.
  • Lead groups in the analysis and development of new and revised commission policies, procedures, and processes for the Compliance Investigations. Make recommendations to management for improvement.
  • Provide expert consultation/guidance and make recommendations to management and, ultimately, to the commission. Follow through with actions for companies where the investigation reveals the company has violated a state law or UTC rule to the point that enforcement action is appropriate.
  • Lead or participate in rulemakings.

Required Qualifications:

  • Four (4) years of experience conducting investigations with a governmental or private agency that determines compliance with specific statutes, rules, or other requirements, AND Two (2) years of experience formally leading and/or supervising staff.

Desired Qualifications:

  • Bachelor's degree in public administration, Business Administration, Criminal Justice, Law, Transportation, or related field OR six (6) years of work experience in related fields.

The Ideal Candidate Will Also Demonstrate the Following Competencies:

  • Knowledge of and use of a wide variety of recognized investigative methods, principles, and techniques to analyze, gather, and document findings in determining a company's compliance regarding administrative (non-criminal) matters in a way that others can understand and act upon.
  • Proficient at synthesizing often extremely complex and technical materials. Can produce or provide edits to written documents ensuring clarity, organization, and compliance with the commission's Plain Talk principles and Style Guide.
  • Familiarity with Microsoft Office suite and basic computer software, including internet browsers. Ability to learn agency specific information repositories to conduct research and produce reports.
  • Understand and apply basic research techniques to gather data. Use data and information in a clear and rational thought process to assess and understand issues, evaluate options, form accurate conclusions, and make decisions.
  • Ability to present information and/or testify in a public forum and undergo cross-examination in formal legal proceedings.

Knowledge, skills, and abilities include:

  • Knowledge of business practices and procedures - Understand and apply section and agency specific business practices and procedures, including flow of information, written materials, and database usage. Follow the state's general best business practices in managing information, paperwork, and databases.
  • Personal Safety Skills - Understand requirements for personal safety in and around equipment and facilities. Ability to use personal protective clothing or equipment as required by the agency.
  • Knowledge of regulatory consumer protection principles; broad regulatory principles and practices.
  • Knowledge of transportation regulatory principles and practices.
  • Knowledge of WA State laws and UTC rules and regulations pertaining to protecting the consumers of regulated services.
