Panagora seeks a Monitoring & Evaluation Specialist to join the dynamic team of the USAID Global Health Supply Chain Program-Procurement and Supply Management (GHSC-PSM) project. GHSC-PSM is the primary vehicle through which USAID procures health commodities, provides technical assistance to improve partner countries' management of supply chains, and collaborates with key international stakeholders to support global health initiatives.

GHSC-PSM is a multi-billion-dollar USAID-funded objective and the largest project in the agency's history. Supporting critical global health initiatives in HIV/AIDS, malaria, reproductive health, maternal and child health, Zika, and COVID-19, the project encompasses three primary objectives: global commodity procurement and logistics; systems strengthening to support in-country supply chain management; and collaboration via strategic engagement to improve the long-term global supply of health commodities.

The GHSC-PSM Monitoring and Evaluation Team, based in the US corporate office, Washington DC, supports the project through its work with over 30 international field offices as well as units based in the US. The Monitoring and Evaluation Specialist will be a resource for both the Global Supply Chain activities and in-country technical assistance. They will be responsible for maintaining fundamental M&E structures and datasets; adhering to the IDIQ M&E plan and serve as a resource for performance data analysis and visualization for both headquarters and in-country teams. They will serve as the headquarters M&E point of contact for 3-6 field offices to provide remote management and support for periodic indicator-reporting, data collection activities, and learning exercises. To support the strategic vision, and assessment of, procurement activities, they will be expected to gain fluency in a wide variety of datasets, provide analysis to GSC leadership and technical teams, and support data-driven decision-making.

Principal Duties and Responsibilities (Essential Functions)

  • Remotely (from Project HQ) manage a portfolio of 3-6 countries; including quarterly M&E data analysis and validation; providing guidance to field offices on data collection and analysis activities; responding to ad hoc requests for M&E support, including data quality assessments and other short-term assignments. Effectively and thoughtfully engage stakeholders across language and culture gaps.
  • Develop and provide training to staff on specialized tasks and provide onboarding training to new M&E staff.
  • Provide remote support for the implementation of national surveys; this may include survey design, configuration of mobile data collection tools, enumerator training, data validation support, and results visualization using Power BI.
  • Maintain, adjust, and use reports using Power BI Desktop and the Power BI web service.
  • Provide nimble analysis of supply chain performance by accessing and manipulating complex datasets.
  • Fulfill routine and ad hoc requests for reporting, analysis, and visualization for both internal and external audiences (PEPFAR, PMI, USAID, etc.)
  • Build relationships and promote linkages between the M&E team and other technical teams.
  • Communicate concepts and results effectively to USAID through joint meetings and written correspondence.
  • Provide direct technical guidance to staff in supported countries, requiring travel to GHSC-PSM field offices.
  • Performs other duties and responsibilities as required.

Requirements

  • To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties.
  • Minimum 3 years of experience in M&E system design, performance measurement, indicator selection, data management, data analysis, and database management required.
  • Bachelor's degree required; master's degree preferred.
  • Excellent data management and analytical skills. Strong grasp of relational database concepts and proficient use of data management and reporting systems.
  • Demonstrated success working in multi-cultural and international settings to collect and analyze data for projects.
  • Comfortable working with Power BI dashboards to analyze and interpret data and to produce reports.
  • Ability to build Power BI dashboards preferred.
  • Familiarity with mobile data collection tools (e.g. SurveyCTO, Magpi, ODK).
  • Demonstrated exceptional attention to detail.
  • Ability to use data for assessing and maintaining data quality.
  • Experience designing or interpreting (qualitative and quantitative) evaluation methodologies.
  • Knowledge of supply chain management concepts preferred.
  • Proficiency working as part of a team and contribute to project objectives by working independently to undertake requested tasks.
  • Demonstrated ability to communicate clearly and concisely both orally and in writing.
  • Fluency in English required; proficiency French strongly preferred.
  • Knowledge of current M&E, learning, and evaluation assessment methodologies, trends, and resources.
  • Experience living or working in developing countries strongly preferred.
  • Willingness to travel abroad for a minimum of 4 to 8 weeks per year.

Physical Requirements

  • Regular attendance and availability during normal business hours are required.
  • Occasionally required to stand, walk, climb stairs, and sit for long periods of time; regular use of hands to handle or feel objects, tools or controls, and files; regularly required to talk and hear; and regularly required to use computer to look up, create, and modify documents.
  • Occasionally lift and/or move up to 25 pounds.
  • Specific vision abilities required include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.

Work Conditions

  • Normal office environment; usually moderate noise level.
  • Occasional exposure to environmental conditions includes exposure to hot, cold, wet, humid, or windy conditions caused by the weather.
  • Ability to travel and work abroad in less developed countries for at least 4 to 8 weeks a year.
