POSITION OVERVIEW AND PRIMARY DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS):
The Department of State, Bureau of African Affairs, Office of Regional Peace and Security seeks a Monitoring and Evaluation (M&E) Specialist to join its team, which is responsible for conducting M&E of security assistance programs to determine if they are effective, sustainable, and appropriate; to identify lessons learned and best practices; to provide recommendations to improve programming moving forward.
The Department of State's Africa Bureau's Office of Regional Peace and Security and Bureau of Political-Military Affairs, Office of Security Assistance, has sought out the assistance of Alutiiq Information Management, LLC (AIM). To that end, AIM seeks a Mid-Senior M&E Specialist to support the team with these efforts. The Monitoring and Evaluation Specialist will be responsible for the following: these efforts. The Monitoring and Evaluation Specialist will be responsible for the following:

  • Assists the Monitoring and Evaluation Team in providing technical Monitoring and Evaluation services for security assistance programs in Sub-Sahara Africa.
  • Participate in the development and completion of deliverables such as assessments and Evaluations, country situation reports, program reviews, and proposal review and program design.
  • Monitor performance of program activities such as military training, the delivery of equipment, construction, and/or advisory support.
  • Conduct calls and coordinate with program implementers to collect After Action Reports (AARs), seek clarification on M&E related issues and collect data in support of performance monitoring plans.
  • Participate in field visits to implement program evaluations, assessments, and monitoring of projects.
  • Participate in field visits after programs have ended to conduct post-project assessments.
  • Complete annual program reviews/evaluations.

Document lessons learned to improve programming
REQUIRED QUALIFICATIONS AND EXPERIENCE:
  • A Bachelor's degree in International Affairs, Security Studies or related field.
  • Demonstrated 5 years of mid-level experience in an international affairs field and preferably, within the security assistance field.
  • Experience in conducting analysis for clients and/or doing M&E of foreign assistance programs.
  • Team player and ability to work well collaboratively.
  • Proven ability to deliver quality written and oral products to diverse audiences.
  • Demonstrate ability to navigate multiple deadlines, tasks, and locations in a fast-paced environment.
  • Able to obtain Secret Security Clearance - Can start with an Interim Secret Clearance
  • Washington DC is the primary location, however remote work is allowed.

PREFERRED REQUIREMENTS
  • Experience with security assistance programs, including train, advising, equipping and construction for foreign militaries.
  • Experience with security assistance programs that build military and security system capacity and capability in Africa.Foreign language, including French, Arabic, Kiswahili, or other African language.
