The Broward County Board of County Commissioners Transportation Department is seeking qualified candidates for Mobility Administrator (Program/Project Coordinator, Senior) for its Paratransit Division.


General Description

Administers the Transportation Department's Paratransit Division's mobility programs including, but not limited to, the Community Shuttle Program, contracted public transportation routes, and new and emerging service such as micro-transit.

Works independently, under limited supervision, reporting major activities through periodic meetings.


Minimum Education and Experience Requirements
Requires a Bachelor's Degree from an accredited college or university with major coursework in business or public administration, public transportation or closely related field.
(One year of relevant experience may be substituted for each year of required education).
Requires four (4) years of experience in a staff or administrative capacity managing special projects, programs, or business operations appropriate to the area of assignment or closely related experience.
Special Certifications and Licenses Required
Must possess and maintain a valid Florida Class E Driver's License.
Preferences
Master's Degree or higher in field of study related to area of assignment
Business Intelligence Application Certification
Certified Grant Management Specialist (CGMS)
Certification in Contract Administration
Certification in Purchasing/Procurement
Certification in Project Management
1+ years experience in Microsoft Excel
1+ years experience in Transportation Programs, Transportation Operations, Social Service Agencies, or Paratransit Services/Operations
1+ years experience in Financial Systems/Reporting
1+ years experience in Purchasing/Procurement
1+ years experience in Mobility as a Service (MaaS) or Demand Response Projects
1+ years Supervisory experience

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

Provides oversight for the Community Shuttle Program through inter-local Agreements (ILAs) for Public Transportation Agreements, provides oversight of invoices for payments to municipalities, develops program budgets, develops scopes of work, maintains contract agreements/compliance, coordinates and conducts contractor and municipality Safety and Security Audits, monitors Master Agreements, attends and participates in municipal Commission Meetings in reference to contracts and public hearings.
Provides oversight for the implementation and monitoring of new/emerging mobility programs, i.e., Micro-Transit, Late Night Service, etc. This includes the development of scopes and managing associated procurement processes.
Monitors reporting (internal and external) across all programs.
Monitors performance and performance measures across all programs.
Plans, organizes, and implements a compliance and monitoring program, conducts contract central audits, field documentation reviews, investigations, or management studies.
Coordinates with internal stakeholders, Safety, Security, Operations, Fleet, Scheduling, Service Planning, etc., as needed to maintain overall compliance with regards to annual audits, the evaluation and implementation of both current and planned service levels across the program, and efficiency and effectiveness of both the current and planned Community Shuttle Program, Contracted Routes, and other mobility programs. This includes schedule adjustments and improvements, analyzing ridership, passenger travel patterns, traffic conditions, bus run times and speeds, etc.
Uses technology to monitor service and maintain performance measures, i.e., Automated Vehicle Locator (AVL) data, etc.
Coordinates with the municipalities to determine timelines for service changes in accordance with Interlocal Agreements (ILAs).
Conducts and analyzes on-going field analysis of existing and proposed service performance, operations, conditions, and socio-economic environment. Communicates and meets with local, state agencies and the general public regarding transportation related projects, plans and programs.
Plans, develops, authorizes, implements, supervises and evaluates programs/projects, activities and services on a large scale with County-wide impact; facilitates inclusion, prepares reports, and analyzes and interprets data.

Coordinates and manages all aspects of a program or project which has operational responsibility of a major scope, a large-sized budget and provides a critical County service.

Assists Director and Agency Leadership by researching issues, creating memorandums, policies, procedures, reports, etc. and monitors/advises on staff compliance with policy and procedures.

Conducts special research in conjunction with a project/program, analyzes data, and makes recommendations based upon research.

Identifies and understands agency/business needs, contractual business requirements, and regulations governing local, state and other requirements, confidentiality obligations, warranties, liabilities, indemnification, termination clauses, breach, and remedies.

Communicates business risks to project manager, senior/executive management, and approving authority for assessment and approval, while focusing on comprehending client-agencies' needs and business processes.

Coordinates with state and local agency partners on projects and programs, community outreach, media relations and regional and various services; may assist with press releases and responses to media.

Advises and assists the Department and Division Directors on all operational and technical matters related to the section(s) or function(s) assigned.

Defines agency goals and objectives, develops and recommends policies and operating procedures.

Administers internal/external communications and public outreach activities for Division; manages and coordinates outreach efforts with other County divisions as well as other local and state governments, and partnering agencies.

Prepares Commission agendas, including editing, posting and planning.

Provides assistance and training of agency staff and contracted services providers. May oversee the Agency's training program; schedules and/or delivers training and outreach opportunities for employees and the vendor community respectively.

Plans, organizes and implements a compliance and monitoring program, conducts contract central audits, field documentation reviews, investigations or management studies.

Performs related work as assigned.
