MIGRANT RECRUITER/ADVOCATE FACILITATOR
HOMELESS ADVOCATE
REPORTS TO: Title I Supervisor
JOB GOAL: Accurately identifies, recruits, and tracks eligible Migrant Students and out-of-school
youth of St. Martin Parish; works to meet Migrant Students' needs; and serves as a
migrant and homeless advocate between the school, family, and community.
COORDINATES WITH:
Title I Supervisor, District Homeless Liaison, Early Childhood Facilitator, State, and
Regional Migrant Education Recruiters, District English Learner Tutors, School
Secretaries for Student Enrollment, Migrant Parent Advisory Council
QUALIFICATIONS:
1. High School Diploma, Para Pro or equivalent
*2. Bilingual spoken and written (English & Spanish). Bicultural preferred.
3. Familiarity with migrant and immigrant issues and challenges, locally, regionally, and nationally.
4. Good communication skills and ability to relate to a variety of people in multiple situations- office,
fields, community agencies, school personnel, students, and/or parents, etc...
5. Knowledge of local resources- social and health service agencies, e.g.
6. Flexibility in schedule and approach to work assignments.
7. Knowledge of the geographical area of St. Martin Parish.
8. Possesses a valid driver's license, own reliable transportation and maintains automobile insurance.
MIGRANT RECRUITER RESPONSIBILITIES:
1. Learns and keeps abreast of all federal regulations pertaining to the Migrant Education Program.
Completes state, regional and local recruiter training and attends recruiter meetings regularly.
Follows all procedures in the ID&R handbook and directives of state and federal Migrant programs.
2. Identifies and recruits program participants: Works with school staff, parents, and community
Contacts to identify migrant individuals in St. Martin Parish and documents student eligibility.
Conducts surveys, events, and presentations to recruit and identify eligible Migrant Students both
in school and out of school. Uses the recruitment calendar as well as knowledge about local
agricultural and fishery conditions to plan and implement recruitment activities. Correctly completes
Certificates of Eligibility and enters appropriate data in a timely manner.
3. Maintains appropriate records or recruitment and other activities: Correctly enters student information
into databases, and keeps records of services provided. Maintains data records of recruitment contacts
including outreach locations, producer/grower/crew leader contacts, community resources, etc.
Develops and maintains Identification & Recruitment Plans (ID&R Plans).
4. Works to engage parents by organizing the Migrant Parent Advisory Council (PAC), helping them
access information and events in the home school, and answering parent questions as needed. Informs
parents of other sources of assistance in the community and assists them in contacting those sources.
5. Assists Out of School Youth with service providers to learn English.
6. Acts as a liaison between program and community. Raises awareness and visibility of MEP and
the migrant farm worker community with area agencies.
7. Collaborates with other area MEPs.
8. Completes other duties that may be assigned by the Migrant Coordinator, Title I Supervisor, Federal
Programs Director, and/or Superintendent.
HOMELESS ADVOCATE RESPONSIBILITIES:
1. Coordinates and distributes homeless materials and supplies, as assigned.
2. Maintains accurate files and records on homeless students.
3. Collaborates with school personnel to ensure that homeless students are identified and services are
provided according to homeless regulations. Translates as needed.
PERFORMANCE OBJECTIVES:
1. Accurately create Certificate of Eligibility in state Migrant database (MSEDD) of newly arrived students.
2. Participate in monthly recruiting certification activities.
3. Participate in annual recruiting certification assessment.
4. Track Migrant Students in the Federal database Migrant Student Information Exchange (MSIX).
5. Enter student supplemental services data at least monthly in MSEDD.
6. Assists with registration of all Hispanic families PreK-12.
7. Conducts home visits of Hispanic students entering school PreK-12.
8. Translates documents of students entering school.
9. Translates forms for Summer Camp.
10. Translates documents for other departments within the school system, as needed.
11. Keep track of inventory of materials and supplies for Migrant students.
12. Order uniforms for Migrant students.
13. Receive and pick-up donations for Migrant families.
14. Deliver Supplies to Out of School and under age Migrant Students.
15. Creates annual Identification and Recruitment Plan.
16. Assists parents with EBT, notaries, health center locations.
17. Translates with parents to get immunization records.
18. Attends local, regional, state and national meetings, trainings, and conferences to keep abreast of recruiting
laws and guidelines.
19. Updates Migrant Family Search forms.
20. Conducts and translates surveys for parents and Out of School Youth.
21. Assists parents with making doctor appointments for students.
22. Recruits after normal work hours and weekends as necessary
23. Attends and translates at after-hours Migrant parent meetings.
24. Visits farm housing and businesses for recruiting efforts (may be after-hours and/or weekends).
25. Assists Homeless Liaison with distributing materials and supplies to homeless students.
26. Assumes other related responsibilities as assigned by the immediate Supervisor, Director of Federal
Programs and/or the Superintendent.
TERMS OF EMPLOYMENT: 10 Months, 7 hours, 202 days
