Our Ship Repair business area is currently looking for a Subcontract Manager to support the San Diego Ship Repair (SDSR) business. Ship Repair is a fast paced, demanding, and rewarding career! As the Subcontracts Manager, you will manage a team responsible for subcontractor spend in the hundreds of millions across a very diverse set of subcontractors and commodities/categories.
Essential duties and responsibilities include:
Emphasizes subcontractor engagement, internal and external relationship building, development of new subcontractors and advancement of commodity strategies, and subcontractor management through all phases of program execution.
Respond to subcontractor inquires, resolve invoice issues, and participate in fact finding activities pertaining to subcontractor safety, quality, and performance execution.
Drive Partner2Win initiatives and evaluate supplier performance relative to cost, delivery, integrity, quality, performance objectives, contract compliance, and other factors.
Negotiating and executing of subcontracts for contracts awarded to SDSR.
Ensuring scopes of work are accurately proposed by our subcontractors.
Review of subcontractor proposal exceptions, subcontractor compliance to PO terms and conditions, ensuring PO are released in accordance with procurement FAR and DFAR flow-downs, and on-time issuance of PO and change orders.
Responsible to ensure subcontractors are meeting the contractual obligations agreed upon within the terms of the purchase order while negotiating a fair and reasonable price.
This position will be a manager of people and will have multiple direct reports
Required Skills and Education
  • Bachelor's Degree in related discipline and 8 years or more of directly related work experience preferably in a government-contracting environment.
  • 2 plus years of experience in managing people
  • Experience in a large, complex multifaceted environment preferably in the Ship Repair Industry.
  • Familiarity with defense industry & regulations and the understanding of the role of subcontractors in complex industries.
  • Experience leading major procurement efforts in a Department of Defense (DOD) contracting environment.
  • Knowledge of FAR and DFAR regulations and the nature of flow down requirements.
  • Knowledge of ITAR (International Traffic in Arms Regulation) and EAR (Export Administration Regulation)
  • Understanding/knowledge of CPSR audits and requirements.
  • Comprehensive understanding of subcontractor solicitations and bid analysis/process.
  • Strong working experience generating, negotiating and executing major subcontracts/purchases.
    • Demonstrated ability to resolve contractual conflicts with subcontractors through negotiations and contractual vehicles.

    • Ability to develop and utilize metrics to proactively manage the department and meet critical business objectives.
  • Cost Analysis experience (Cost and Pricing Determination, Commercial Item Determination, Competitive Analysis)
  • Proficient with Microsoft Office Suite (Microsoft Excel, Word, PowerPoint, and Outlook)
