We are looking for someone to join Team Yuma as a Meter Services Technician working with the Department of Utilities- Water Customer Service Division. The ideal candidate will perform fieldwork duties related to the maintenance and repair of City of Yuma Utilities Department residential and commercial water meters.


Under basic supervision, this job classification performs various tasks in cleaning, repairing, testing, and adjusting a variety of water meters for City of Yuma's Utilities Department.

Essential duties and responsibilities may include, but are not limited to, the following:

  • Disassembles single and dual chamber commercial and turbine water meters; cleans, repairs and replaces worn and defective parts and components.
  • Performs technical adjustments, reassembles the water meters, and tests functionality; salvages usable parts of worn meters, and stores parts for future use.
  • Tests meters at customer sites for leaks and accuracy of flow; performs field repairs as needed.
  • Assists with installing backflow prevention devices.
  • Reads fire hydrant and commercial meters and verifies proper operation and accuracy.
  • Cross-trains on additional Department work skills.
  • Keeps a record of repairs made to water meters.
  • Performs duties of Meter Reader as needed to meet workload demands including manual meter reading and reading with automated meter reading (AMR) mobile hardware and computers.
  • Retrofits existing meters with advanced metering infrastructure (AMI).
  • Reviews meter reading route reports and identifies service issues.
  • Utilizes proper safety precautions in all work performed; reports problems and emergency situations.
  • Follows departmental policies and procedures; reports City code violations to supervisor; observes and reports any utility service problems and potential problems, including service irregularities, and violations of policy and regulations governing utility consumption.
  • Operates and maintains vehicles and equipment in accordance with all safety regulations and procedures; identifies and reports mechanical problems requiring additional repair.
  • Supports the relationship between the City and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; promotes the City goals and priorities, vision, values and the “Yuma Way”, and complies with all City policies and procedures.
  • Maintains absolute confidentiality of work-related issues and City information; performs other duties as required or assigned.


MINIMUM QUALIFICATIONS

Education, Training and Experience Guidelines
High School Diploma or GED equivalent; AND two years of water utility customer service work that includes repair of mechanical devices; OR an equivalent combination of education, training and experience.

Knowledge of:

  • City Code, Utility Regulations, policies and procedures.
  • Tools and equipment used in water utility equipment maintenance and repair procedures.
  • American Water Works Association standards and specifications for water distribution equipment.
  • Techniques for use and storage of chemicals, including OSHA Material Safety Data Sheets (MSDS) for hazardous chemicals used in the workplace.
  • Record keeping and file maintenance procedures.
  • Safe work practices, occupational hazards and safety precautions.
  • City geography, traffic patterns, streets, landmarks, and facility locations.

Skill in:

  • Using and maintaining tools and equipment to perform maintenance and repair work.
  • Making routine operating adjustments and repairs to water distribution equipment.
  • Following safe work practices, and verbal and written instructions.
  • Establishing and maintaining cooperative working relationships with co-workers and the general public.
  • Operating a personal computer utilizing standard and specialized software.
  • Communicating effectively verbally and in writing.


LICENSE AND CERTIFICATION REQUIREMENTS

A valid Arizona State Driver's License is required. Water Distribution System Operator's Grade 1 certification from the Arizona Department of Environmental Quality (ADEQ) is required within one year of appointment. Additional specific technical training and certifications may be required for some incumbents.


PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Work is performed outdoors and in maintenance facilities; required to perform moderate physical work, and lift and carry up to 25 pounds. Physical dexterity is required to work in confined spaces and use precision tools and equipment; requires vision capacity to perform fine calibrations and read meters and gauges.

ADDITIONAL REQUIREMENT
This position is required to perform standby duty and be available for emergency call out on a rotational basis.
