The primary purpose of this position is: To provide management, oversight, and exercises control over the 1st Special Operations Squadron's Weather Flight, and associated activities for the 1st Special Operations Wing, US Special Operations Command (USSOCOM), Air Force Special Operations Command, Department of Defense (DOD) and AF Staff authorized international agencies.

Duties
  • Provides leadership, management, and program oversight of military and civilian personnel.
  • In the absence of the Flight Commander and as the senior specialist assists in a variety of command-related duties.
  • Plans, organizes, directs, and oversees program and resource management activities.
  • Provides mission-tailored meteorological products and services.
  • Conducts meteorological watch to maintain situational awareness of the location, intensity, movement, and development of significant weather features that could impact supported air and ground missions.

  • Work requires access to classified information. Must be able to obtain and maintain a Top Secret, Sensitive Compartmented Information (SCI) Security Clearance.
  • This position is designated Special Sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information,
  • or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
  • Skill in using weather computers/software programs, work experience in AF Weather operations, and experience with the standard Air Force Weather Weapon System (AFWWS) are highly desired.
  • This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to theaccomplishment of wartime/contingency operations.
  • Incumbents of key positions must be removed from their military recall status if alternatives for filling of the position during an emergency are not available.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program.
  • Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Incumbent of this position is subject to the possibility of a random drug test
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • This position may be designated mission essential based on local conditions. Mission essential personnel report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standards for Technical and Medical Support Positions, Individual Occupational Requirement for Meteorological Technician (IOR), Series 1341.https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/1300/meteorological-technician-series-1341/
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-10, or equivalent in other pay systems. Examples of specialized experience includes: Measuring meteorological phenomena with scientific equipment and instrumentation; Observing and recording atmospheric characteristics, i.e., temperature, air movement, visibility, pressure, air density, cloud types; Decoding, plotting, and systematically recording data related to the physical characteristics of the atmosphere, i.e., charts, diagrams, cross sections; Collecting, analyzing, interpreting, adjusting, and verifying atmospheric and other meteorological data to confirm and improve accuracy and efficacy.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-10 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Extensive knowledge of meteorological methods, techniques, and practices, including advanced operations or approaches related to weather observing, forecasting, communications, meteorological equipment, and support procedures.
2. Knowledge of safety, security, personnel management, and Equal Employment Opportunity (EEO) regulations, practices, and procedures.
3. Knowledge of weather support to US Air Force Special Operations aviation missions; to include limited data weather forecasting and analysis/nowcasting and applying weather effects to Special Operations aviation missions.
4. Ability to measure meteorological phenomena with scientific equipment and instrumentation, and collect, analyze, interpret, adjust, and verify atmospheric or other meteorological data to confirm and improve its accuracy and effectiveness.
5. Ability to conduct comprehensive studies and prepare solutions to resolve problems concerning the efficiency and effectiveness of workplace operations.
6. Ability to communicate effectively both orally and in writing to prepare and present guidance products, briefings, coordinate planning efforts, and manage program activities.
7. Ability to plan, organize, and direct the functions of a staff.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
