GENERAL DESCRIPTION OF POSITION
The Medicare Broker Manager will be accountable for driving and achieving external agent/broker channel sales goals and objectives. The position is responsible for the execution of marketing strategies impacting the recruitment, credentialing, training, onboarding, engagement, production, and compliance adherence of SCFHP's independent agent/broker base.
ESSENTIAL DUTIES AND RESPONSIBILITIES
To perform this job successfully, an individual must be able to satisfactorily perform each essential duty listed below.
  1. Meet and exceed broker channel sales target goals.
  2. Identify, establish and manage productive relationships with Medicare sales agents and brokers.
  3. Gather market intelligence regarding broker compensation to recommend compensation strategies.
  4. Lead and execute the strategies for external sales channels; manage the respective goals, functions, training, assignment, contracts, and performance.
  5. Recruit, manage, educate, train and retain broker network, in alignment with SCFHP's member education approach to sales.
  6. Ensure agent adherence to all CMS and SCFHP guidelines. Monitor compliance with state, federal, and health plan regulatory requirements.
  7. Achieve subject-matter expertise on systems, processes, and procedures needed to support sales and outreach activities, including but not limited to CRM, broker portal, web-based application, lead management, and identifying and adopting best practices.
  8. Coordinate response to broker-related complaints. Investigate, document and retrain brokers as necessary.
  9. Recommend termination of broker relationship with company as appropriate.
  10. Coordinate with the appropriate customer service and health plan resources to support broker activities.
  11. Conduct effective outreach to providers and community based organizations (CBOs) to support achievement of Medicare enrollment objectives, in collaboration with other departments.
  12. Represent and advocate for SCFHP Medicare line of business on issues related to sales and enrollment, internally and externally with members, brokers, community organizations, local agencies, and state and federal regulators.
  13. Share relevant industry and competitive data within and across business units to support the development of new product initiatives.
  14. Mentor and support the Medicare Outreach team and independent agent/broker.
  15. Meet and exceed personal Medicare enrollment goals
  16. Perform any other related duties as required or assigned.
REQUIREMENTS - Required (R) Desired (D)
The requirements listed below are representative of the knowledge, skill, and/or ability required or desired.
  1. Bachelor's Degree in Business, Marketing, or other relevant field. (R)
  2. Minimum three years' experience in outreach and/or sales for Medicare products. (R)
  3. Experience working with insurance agents, brokers, field marketing organizations. (D)
  4. California Life Only, Accident, and Health Insurance License issued by the California Department of Insurance within 45 days of hire. (R)
  5. Experience with managed care and Medi-Cal. (D)
  6. Knowledge of current trends, practices, strategies, and tools for outreach and sales, including CRM. (R)
  7. Ability to attain targets and work under pressure. (R)
  8. Self-directed with proven ability to assume responsibility, work independently, meet deadlines and prioritize with minimum supervision. (R)
  9. Maintenance of a valid California driver's license and acceptable driving record, in order to drive to and from offsite meetings or events; or ability to use other means of transportation to attend offsite meetings or events. (R)
  10. Ability to anticipate, analyze, and solve complex problems. (R)
  11. Excellent communication skills including the ability to express oneself clearly and concisely when providing service to beneficiaries, SCFHP members, providers and outside entities in person, over the telephone, or in writing. (R)
  12. Work outside of normally scheduled hours as mandated by the beneficiary, project, and/or workload (e.g., evenings, weekends, and/or holidays). (R)
  13. Bilingual language skills in Spanish, Vietnamese, or Chinese. (D)
  14. Working knowledge of and the ability to efficiently operate all applicable computer software including a working knowledge of computer applications such as Outlook, Word and Excel. (R)
  15. Ability to use a keyboard with moderate speed and a high level of accuracy. (R)
  16. Ability to think and work effectively under pressure and accurately prioritize and complete tasks within established timeframes. (R)
  17. Ability to take initiative and exercise good judgment when making decisions within the scope of the position. (R)
  18. Ability to maintain confidentiality. (R)
  19. Ability to comply with all SCFHP policies and procedures. (R)
  20. Ability to perform the job safely with respect to others, to property, and to individual safety. (R)
PHYSICAL REQUIREMENTS
Incumbents must be able to perform the essential functions of this job, with or without reasonable accommodation:
  1. Mobility Requirements: regular bending at the waist, and reaching overhead, above the shoulders and horizontally, to retrieve and store files and supplies; and sit or stand for extended periods of time; (R)

  3. Visual Requirements: ability to read information in printed materials and on a computer screen; perform close-up work; clarity of vision is required at 20 inches or less; (R)
  4. Dexterity Requirements: regular use of hands, wrists, and finger movements; ability to perform repetitive motion (keyboard); writing (note-taking); ability to operate a computer keyboard and other office equipment (R)
  5. Hearing/Talking Requirements: ability to hear normal speech, hear and talk to exchange information in person and on telephone; (R)
  6. Reasoning Requirements: ability to think and work effectively under pressure; ability to effectively serve customers; decision making, maintain a concentrated level of attention to information communicated in person, by telephone, and electronically throughout a typical workday; attention to detail.
ENVIRONMENTAL CONDITIONS
General office conditions. May be exposed to moderate noise levels.
