Job description

The position is in the Pathology & Laboratory Medicine Service (PALMS) at the Boise VA Medical Center. The incumbent performs a variety of functions, including accession specimens into computer system; collects, evaluates, and processes patient specimens; answers questions relative to specimens; instructs and assists patients; and sends out specimens for testing. Follows policies and procedures established by service, medical center, VA, and regulatory agencies.Qualifications: To qualify for this position, applicants must meet time-in-grade and specialized experience requirements within 30 days of the closing date of this announcement, 01/10/2024.
Time-In-Grade Requirement: Applicants who have held a GS position in the last 52 weeks must also meet the time-in-grade requirements within 30 days of the closing date of the announcement. Applicants who are current Federal employees may be advanced without time restriction to positions up to GS-5 if the position to be filled is no more than two grades above the lowest grade the employee held within the preceding 52 weeks under his or her latest nontemporary competitive appointment. For a GS-5 position you must have held at least a GS-3 in the last 52 weeks.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Selective Placement Factor(s): Selective placement factors are applied in the same manner as minimum qualification requirements. Relevant selective placement factor experience must be well documented in your resume. Failure to meet a selective placement factor will result in you not receiving further consideration. In addition to the minimum qualifications described above, you must meet the following selective placement factor:

  • 1 year of phlebotomy/blood draw experience.

You may qualify based on your experience and/or education as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-4 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: (a) Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled. OR,
  • Education: (Transcripts required) Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed a 4-year course of study above high school leading to a bachelor's degree with a major study or at least 24 semester hours in subjects directly related to this position. OR,
  • Combination:(Transcripts required) Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and college level education beyond the second year (60 semester hours) to qualify. To determine if you meet this requirement, total your qualifying experience as a percentage of the year of specialized experience required at the GS-5 level. Then determine your education as a percentage of the education that meets the requirements for GS-5. Add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for GS-5.
    • For example: The position to be filled is a Medical Technician, GS-5. An applicant has 8 months of GS-4 level specialized experience and 80 semester hours of college. The applicant meets 67 percent of the required experience and 33 percent of the required education (i.e., 20 semester hours in excess of the first 60 semester hours). The applicant meets 100 percent of the total requirements and is qualified for the position. At least 8 of the 20 semester hours must be directly related to the work of the position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Physical demands will involve minimal lifting, long periods of standing, walking, bending, or sitting. The incumbent must have the digital dexterity and adequate vision to perform safe venipuncture procedures. Lifting will not exceed a weight of 30 pounds. The incumbent must fully utilize all safety practices and equipment provided by the medical center, and in compliance with local and accrediting agency requirements.
