ABOUT THE DEPARTMENT

Health and Human Services Agency

The Shasta County Health and Human Services Agency (HHSA) partners with communities to protect and improve the health and well-being of Shasta County residents. Established in 2006, the HHSA is organized into four branches: Behavioral Health and Social Services, Public Health, and Economic Mobility, with a centralized administration. The HHSA promotes optimal health for all. The frail, the abused, the mentally ill and those without resources look to the HHSA for services and resources to meet their basic needs, and to protect their health and safety. This transformation improves efficiency, avoids unnecessary duplication of effort, encourages collaboration among programs and organizes the HHSA's services to be more responsive to the needs of the public.

Children's Services encompass the services that help ensure children are protected and safe. This branch investigates alleged abuse and neglect of children, and it licenses foster and adoptive homes for children who are experiencing traumatic events in their lives. The branch also encompasses children's mental health and youth alcohol and drug services. This branch also works with juvenile justice and education to coordinate services for clients.

Adult Services focuses on issues that affect people eighteen and older. Adult mental health services include outpatient mental health care, 24-hour crisis stabilization services for people at risk of hospitalization, 24-hour crisis residential services, long-term placement services and referrals to local non-profit organizations that provide additional services. This branch also provides Adult Protective Services to follow-up on elder abuse reports. In-Home Supportive Services help those who need assistance with daily activities in order to remain safely in their own homes, and the Public Authority keeps a registry that helps In-Home Supportive Services recipients find a screened caregiver to provide those services. The Public Guardian helps citizens who are unable to manage their personal and financial affairs and may require guardianship or conservatorship. Mental Health Services Act administration is also housed in the Adult Services Branch.

ABOUT THE POSITION

Under supervision, to perform a variety of clerical support duties in a medical division; and to do related work in a patient care and treatment area.

IDEAL CANDIDATE

The ideal candidate will have one (1) or more years of full-time experience working in a medical office environment; one (1) or more years of work experience using computers to register and track patient/client information; working knowledge of and/or training in common medical terminology; the ability to communicate effectively with the public and staff members; possess a valid California driver's license and able to meet Shasta County's automobile insurability requirements. The ideal candidate will possess the ability to exercise sound judgment when initiating processes, actions, and alternatives within established procedures and regulations; enter data accurately into automated systems; communicate effectively verbally and in writing with individuals from diverse socio-economic and cultural backgrounds; establish and maintain effective working relationships; follow written and oral directions and instructions.

DISTINQUISHING CHARACTERISTICS

This class is one of a clerical and administrative aide to a hospital unit, public health clinic, or mental health outpatient facility. Medical Services Clerks assigned to the operations desk assist in the admissions process, expedite the flow of written and oral information among appropriate personnel, and relieve health professionals of administrative detail in patient care.



Acts as the receptionist within the division or unit of assignment; answers the telephone and replies to routine questions; makes appointments; takes and relays messages; checks medical records to see if orders by physicians have been completed and places reports and other materials in the records, such as laboratory slips and X-ray reports; records, admits, transfers, and discharges; interviews patients and/or relatives to obtain personal and insurance information; makes calls to various hospital areas or clinics on matters relating to patient care activities; maintains records and assists in the preparation of forms and reports and types these materials; orders and maintains adequate unit supplies; prepares and maintains daily patient census; orders dietary supplies and records change in patients' diets; may arrange patient transportation; cashes out daily.


Any combination of education and experience sufficient to directly demonstrate possession and application of the following:

Knowledge of: Clerical practices and procedures; procedures and techniques involved in providing personal service for patients, and in caring for equipment and supplies; common medical terminology routinely used in reports, patient records and charts for the division to which assigned; hospital or clinic layout, routine, procedures, and policy; interviewing techniques.

Ability to: Follow technical oral and written instructions involving a considerable amount of medical terminology; interview people and evaluate the accuracy of the information given; work effectively in emergency and stress situations; type with accuracy and moderate speed; establish and maintain effective working relationships with staff personnel and the public; operate common office equipment as required by nature of assignment.

These standards are typically attained with one or more years of clerical experience in a medical setting, affording an opportunity to gain familiarity with medical terminology, forms and procedures applicable to the support level.
