Job description

The Department of State Hospitals (DSH) Medical Director (MD) is the primary physician leader of the hospital and has responsibility for development of standards, policies, and procedures for clinical practice in the hospital; direction and coordination of diagnostic, and evaluative activities, treatment programs, and care of patients; and implementation of Federal and State laws and regulations, and Department of State Hospitals policies, and directives which pertain to the clinical functions of the hospital. The incumbent maintains liaison with national, state, and local mental health agencies, and professional and educational organizations in order to keep abreast of contemporary standards and knowledge; participates in the D SH statewide Medical Directors council, participates in the DSH Governing Body, participates in recruitment, selection, and allocation of all clinical staff; makes recommendations to the Executive Director about selection and direction of program staff, administrative staff, and committee memberships; and represents the d epartment and the hospital as required in consultation and negotiations with external agencies, community representatives, professional visitors from other States and countries, and news media .

The Department of State Hospitals (DSH) manages the California state hospital system, to provide evaluation and treatment in a safe and responsible manner, by leading innovation and excellence across a continuum of care and settings.
DSH oversees five state hospitals - Atascadero, Coalinga, Metropolitan (in Los Angeles County), Napa and Patton.

Special Requirements Minimum Qualifications:
Possess the legal requirements for the practice of medicine in California as determined by the Medical Board of California or Osteopathic Medical Board of California and completion of a residency program in psychiatry from an accredited institution.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
1. Managerial experience of medical personnel in a hospital or psychiatric facility.
2. Knowledge of planning, evaluating and administering the work of a multi-disciplinary treatment program including recommending effective courses of action related to treatment programs and the general administration of clinical services.
3. Analyzing complex problems and recommending effective courses of action related to policy and procedure.
4. Negotiating/communication skills requiring the ability to deal with a variety of sensitive internal and external issues.
5. Present self and ideas effectively; establish and maintain effective working relationships with staff, top level administrators, representative so all levels of government - national, state and local as well as the general public.
6. Knowledge of Joint Commission on Accreditation of Healthcare Organizations policies and standards.
7. Experience in/knowledge of the principles and practices of psychiatry, and other clinical therapies and ancillary medical services as demonstrated in the selection and allocation of clinical staff.
8. Ability to foster a work environment that is collaborative, supportive and encourages subordinate staff to perform and succeed.
9. Board certification in Forensic Psychiatry preferred but not required.

Statement of Qualifications
A statement of Qualifications (SOQ) is a written response to the applicant's qualifications for the position and ability to present information clearly and concisely in writing. Specifically, the SOQ should include detailed and concise information on how the candidate's education, training, experience, and competencies meet the minimum and desirable qualifications.
