The Division of Medicaid has an exciting career opportunity for a dynamic forward-thinking, innovative professional with strong communication skills who can excel under pressure as a Deputy Administrator. This individual will report to the Division Administrator and will have primary oversight of Medicaid Benefits which includes the Bureau of Care Management and the Bureau of the Idaho Behavioral Health Plan. This individual will have oversight of all large Medicaid contracts including all managed care products; associated operational aspects of new and emerging programs; Medicaid waivers, rules, legislation, project management, stakeholder engagement, procurement and contract management activities. Enjoy flexible hours between 7am and 6pm working Monday through Friday and the opportunity to work a hybrid schedule.

The ideal candidate will be adept at cultivating strong stakeholder relations and managing programs that are complex, diverse, and cross multiple subject areas. 

The Division of Medicaid manages healthcare services ensuring comprehensive care is accessible to the most vulnerable residents of our state, promoting an outcome-based, efficient health and human services delivery system. We serve over 350,000 children, low-income adults, families, seniors, and people with disabilities through several Medicaid programs.

EXAMPLE OF DUTIES:

  • Administers the strategy, goals, and objectives of the division in close coordination with the Division Administrator.
  • Directs the review and analysis of Medicaid benefit program laws and regulations to determine fiscal, operational and program impacts.
  • Ensures the Medicaid program acts as a value-based purchaser in its administration and oversight of contracted managed care organizations.
  • Supports projects across business units and divisions relating to key strategic and operational priorities connected with program benefits and managed care activities.
  • Participates in the planning and evaluation of changes to existing benefits programs and for new or expanded programs, products and partnerships to meet changing member needs.
  • Provides oversight of contracts procurement and process to ensure timely management of contracting life cycle for Medicaid’s managed care and related vendors in alignment with CMS obligations and state purchasing regulations.
  • Directs the development of program procedures; directing the formulation of optimal strategies for planning, prioritizing, developing, promoting, and implementing programs, considering need, demand, resource availability, and barriers to implementation; directing staff in establishing and prioritizing goals and objectives.
  • Develops and prepares concise reports; prepares issue analyses and/or audit responses; presentations and testify at legislative hearings, as necessary.
  • Responds to requests from legislators, local government officials, and the public. Investigates, troubleshoots, and resolves or recommends solutions to complex or unusual inquiries, problems and issues.
  • Recommends, interprets, and applies regulations and policies and ensures consistency and compliance with governing laws and regulations.
  • Serves as division liaison on departmental committees and stakeholder work groups; serves as division representative and speaks for the Division Administrator at department and state-level meetings and task forces.
  • Participates in department and/or division strategic planning and evaluation efforts and ensures conformance of department strategic planning efforts and activities to guidelines and requirements.
  • Hires and trains staff and evaluates performance; directs implementation, maintenance and evaluation of assigned operations and programs; provides guidance and direction to assigned staff; coordinates assigned activities with other department operations; ensures effective communication among department, division and operations staff. 

MINIMUM QUALIFICATIONS:

You must possess all the minimum qualifications below to pass the exam for this position.   • Experience managing professional staff. Typically requires a degree in business management or equivalent and demonstrated leadership skills through approximately two years of experience managing a major program and staff.
  • Experience analyzing management and program problems. Typically requires at least 2 years of experience as a manager, supervisor, or professional staff member performing these activities.
  • Experience identifying alternatives and recommending and implementing solutions. Typically requires at least 2 years of experience as a manager, supervisor, or professional staff member performing these activities.
  • Experience preparing and making presentations to groups. Typically requires experience researching, compiling, and organizing information and making oral presentations about the information to groups in a business setting; topics may be informational, technical, or behavioral.

PREFERRED EXPERIENCE:

Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.

  1. Considerable knowledge of State and/or Federal medical assistance program management. Typically gained by at least ten (10) years of senior level management experience in a public or private organization which included managing multiple highly visible programs and responsibility for each of the following related to Medicaid, state government, strategic planning and agency administration. Knowledge of local, state, and federal laws and regulations specifically knowledge of CMS regulations and processes for state plan, institutional and waiver programs.
  2. Considerable knowledge of public administration, public health, law or health care policy. Typically gained by at least five (5) years of professional experience. Bachelor's or Masters' degree with a major study in public administration, health policy, public health, public policy, law or a related field of study.
  3. Considerable knowledge of state and federal Medicaid requirements, including Title XIX (Medicaid), Title XXI (CHIP), and Title XVIII (Medicare). Typically gained by at least five (5) years of professional experience where understanding of related laws and regulations was a job responsibility.
