This is a position of a medical technician who performs work in a clinical (medical) laboratory. The incumbent performs work involving tests and examinations using the techniques and methods of medical laboratory practice in one or more specialized areas. Applies a practical knowledge of the chemistry, biology and anatomy involved.Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/16/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
The following experience is preferred but not required: ASCP certification; 1 year experience in Phlebotomy; basic knowledge of medical terminology related to laboratory; knowledge of proper specimen collection techniques.
Selective Placement Factor: Experience performing phlebotomy/blood draws on human patients. This factor represents a knowledge, skill, or ability that is essential for successful job performance and cannot reasonbaly be acquired on the job during the period of orientation and/or training for this position being filled. Your resume must clearly indicate that you have the knowledge and experience performing phlebotomy/blood draws on human patients.
You must meet the Individual Occupational Requirements (IOR):
Specialized Experience: GS-04 and above (includes this postion): (a) Technical medical laboratory support work such as performing laoratory tests and examinations (chemical, microbioligic, hematologic and blood banking) and preparing reports of findings; OR, (b) technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled; OR,
Education and Training: For GS-05: Successful completion of a full 4-year course of study leading to a bachelor's degree with a major study or at least 24 semester hours in subjects appropriate to the position to be filled.
You may qualify based on your experience and/or education as described below:
- Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings; technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled; experience performing a variety of relatively standardized tests, examinations, and determinations; procedures and techniques that are well-established but involve many meticulous sequential steps to complete a test; following written procedures which give carefully detailed instructions on each step of the assigned test and examinations; OR,
- Education: Successful completion of a 4-year course of study above high school leading to a bachelor's degree with courses related to the occupation, is qualifying for grade GS-05. The education must have been obtained in an accredieted business or technical school, junior college, college or university for which high school graduation or the equivalent is the normal prerequisite: OR,
- Experience and Education Combination: Equivalent combinations of successfully completed post-high school education and experience are also qualifying. The combination described, is the most typical for GS05. Only education in excess of the first 60 semester hours of a course of suby leading to a bachelor's degree is creditable toward meeting the psecialized experience requirements. Two full academic years of study, or 60 semester hours, beyond the second year is equivalent to 1 year of specialized experience

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work requires extensive and recurring physical exertion such as standing for long periods of time, bending, lifting, walking, stooping and stretching. The work requires duty on weekends, holidays, and evenings/nights when so assigned. The work requires above average agility and dexterity.
