THE POSITION

The Research Analytics Informatics and Data (RAID) Program in Washington County's Public Health Division is seeking a Limited Duration Maternal Child Health (MCH) Epidemiologist for their team!

About the Program:
The Public Health Division's Research Analytics Informatics and Data (RAID) program is currently seeking a Maternal Child Health (MCH) epidemiologist for a limited-duration role. This new position aims to enhance the technical capabilities of our Maternal Child Family program. Depending on the availability of funding, this position may be extended beyond the stated duration of 6/30/2027. The epidemiologist classification is required to participate in the 24-hour county health department on-call weekly rotation and may be requested to assist in surge capacity for outbreak investigations. 
About the Position: 
Per Public Health Emergency Response Annex Q and PH Policy Gen 308, this role involves training for and responding to emergencies in assigned areas to support public and environmental health emergency functions. The job responsibilities include, but are not limited to, identifying at-risk populations, advising health officials regarding the event and potential associated health risks, data analysis, risk monitoring, and evaluating relief efforts. 
 
As the MCH epidemiologist, your main responsibilities will include leading program evaluation, epidemiological assessment, surveillance, and data analysis. You will be supporting critical projects related to Reproductive and Sexual Health, Early Learning and Care, Birth Equity, School Readiness, Maternal, Infant, and Family Services, Prenatal-early Childhood Home Visiting, Substance Use/Misuse, Adverse Childhood Experiences, Resiliency, and Risk/Protective factors across the lifespan. In this position, you will be an essential resource, providing technical support to communities, contract managers, and state and local programs. Your work will enhance the Public Health Division's assessment capabilities, leading to positive public health outcomes and the success of critical initiatives. 
This position is eligible for a hybrid work schedule with up to 3-4 days/week remote work; however, the incumbent must reside within the state of Oregon or Washington and report to Hillsboro, Oregon for an in-person meeting at least once a month and as needed.
Who We Are Looking For:
We're looking for an ideal candidate who is skilled in using quality improvement tools to ensure efficiency and accuracy in their work. They should also have expertise in epidemiological and evaluation principles. They should be proficient in programming with Stata, SAS, and/or R for data analysis and exhibit proactivity in tackling challenges. Additionally, they should possess strong written and oral communication skills, enabling effective interaction with diverse audiences while showing cultural sensitivity. The ideal candidate should hold at least a master's degree in epidemiology with a focus on Maternal Child health or community health and have at least two years of experience working in a governmental or tribal agency.

MINIMUM QUALIFICATIONS

Education and Experience
  • A Master's Degree with a focus in epidemiology and at least two (2) years of work experience in epidemiology with a public health agency; OR
  • A doctoral-level degree in epidemiology; OR
  • Other non-epidemiology graduate degree or certification (e.g., RN, MD/DO, DDS/DMD, DVM, PhD, RS) with specific epidemiology training (e.g., MPH degree, CDC Epidemic Intelligence Service or CSTE Applied Epidemiology Fellowship).
Additional Licenses, Certificates, Physical Abilities and Specialty Requirements:  
  • Possession of a driver's license valid in the State of Oregon and an acceptable driving record.

Selection Process

  3. Subject Matter Expert Review: Your responses to the supplemental questions will be evaluated and scored by a panel of subject matter experts. Your total score for this examination will affect your placement on the eligible list (a list of candidates eligible for interviews). This process could take about 2 weeks due to the holiday. 
  4. Panel Interview(s): Generally, the top 6 – 8 candidates will be invited to participate in a panel interview.

Regular and limited duration full-time employees working 30 hours or more per week and job share employees are eligible for benefits beginning on the first of the month following employment.
