Job Summary
MAJOR FUNCTION: Responsible supervisory work involving the daily control of different types of waste. Also, participates in the operation of new solid waste programs in accordance with all federal, state, and local regulations. Reports directly to the Foreman III. Employees perform the task of directing tipping floor traffic, recovery of materials for recycling, inspecting loads for prohibited and hazardous materials, instructing others on which materials to recover. Also, tasks requiring use of hand tools, power tools and maintenance equipment, responsible for the upkeep and efficient operation of the tools or equipment used. Instructions are received orally and tasks are performed with considerable independence. All work is subject to inspection while in progress and upon completion.

KNOWLEDGE, ABILITIES AND SKILLS NEEDED IN ORDER TO PERFORM THE
ESSENTIAL JOBFUNCTIONS OF THE POSITION:
Knowledge:
  • Knowledge of Florida Department of Environmental Protection solid waste rules regarding transfer station tipping floor operations.
  • Must have a working knowledge of the general operational requirements of the landfill, including recommended procedures for controlling and containing any accidental hazardous material.
  • General knowledge and experience of the methods, materials and practices used in maintenance and general knowledge of equipment and its safe operations.
    Abilities:
  • Ability to learn methods of maintaining equipment and tools.
  • Ability to maintain an effective working relationship with the public and other employees.
  • ESSENTIAL JOB FUNCTION:
  • Employees perform the task of directing tipping floor traffic, recovery of materials for recycling, inspecting loads for prohibited and hazardous materials, instructing others on which materials to recover.
  • Operates power mowers and other equipment used in general maintenance.
  • Perform other related work as needed or required, including picking up garbage and refuse.
    EMERGENCY MANAGEMENT RESPONSIBILITIES:During emergency conditions, all County employees are automatically considered emergency service workers. County employees are subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation and are expected to perform emergency service duties, as assigned.
  • ESSENTIAL PHYSICAL SKILLS: Constant, waking, standing, use of both hands, fingers, and legs, frequent heavy lifting and carrying (50+lbs.). Reaching above the shoulders, kneeling, sitting, bending and squatting. Good hand/eye coordination and near and far vision. Good hearing. Ability to have sufficient physical strength and agility to perform light manual labor.
    ENVIRONMENTAL CONDITION REQUIREMENTS: Occasionally work outside under adverse weather conditions of cold, heat, humidity, rain, lighting, etc.
    WORK HAZARDS: Work with chemicals utilized for fertilization, pest control and weed control. General occupational hazard of being around equipment on a daily basis, general back injuries involved in physical labor.
    SAFETY EQUIPMENT USED OR NEEDED: Uniform, safety glasses and rain gear. Safety vest.

Qualifications
EDUCATION: Graduation or its equivalent from high school or trade school. A comparable amount of training or experience may be substituted for the minimum qualifications.
EXPERIENCE: Two-years' experience in performing single stream operations and heavy manual labor.
LICENSE, CERTIFICATION OR REGISTRATION: Valid Florida Driver's License required and a good driving record. FDEP approved course work on transfer station operations and load inspections.

PRE-EMPLOYMENT SCREENING: This position requires a physical, drug testing, driver's license verification and level 1 background screening.
This is a union position.

SICK LEAVE
Sick Leave with pay shall be accrued at a rate of one (1) working day for each month of service, twelve (12) days a year. There will be no maximum on the amount of sick leave an employee may accumulate.
