Job description

This position is located in the Department of Homeland Security, U.S. Coast Guard, First Coast Guard District, Sector New York, Prevention Division, Staten Island, NY.

Qualifications:

AT THE GS-11: Applicant must have one year of specialized experience equivalent to at least the GS-9 grade level (in the Federal sector) OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree.  Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.  Specialized experience includes: Reviewing technical vessel design and construction plans to determine compliance with regulations; resolving maritime vessel inspection controversies; and identifying hazardous conditions and prescribed corrective actions.  Providing technical expertise and training to junior inspectors; providing input to program planning; and writing analytical reports. Inspecting vessel systems/equipment to ensure sound condition; providing project leadership on technical issues involving commercial vessels or towing vessel safety; operating marine computer programs (e.g. Marine Information for Safety and Law Enforcement (MISLE); and tracking small passenger vessel plan review and new construction projects using Marine Information for Safety & Law Enforcement (MISLE database).

AT THE GS-12: Applicants must have one year of specialized experience equivalent to the GS-11 level in the Federal service.  Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.  Specialized experience includes: Reviewing technical vessel design and construction plans to determine compliance with regulations; resolving maritime vessel inspection controversies; identifying hazardous conditions and prescribed corrective actions; and evaluating the compliance of foreign passenger vessel safety management systems with the International Safety Management Code and/or the International Standards Organization. Overseeing new construction of small passenger vessels, implementing Alternate Compliance Program and Self Streamlined Inspection Program requirements, and evaluating International Safety Management Systems.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
