Description
SAIC is seeking a ManufacturingQuality Engineer to support the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)), Specialty Engineering (SpE) directorate. The candidate will directly support the SpE goals of (1) Advance Engineering Practice and Facilitate the Discussion, (2) Improve and Support OUSD(R&E) and Defense Acquisition Programs and Projects, and (3) Cooperation and Collaboration with Stakeholders. The perfect candidate will have knowledge of M&Q combined with a strong background in digital engineering/model based systems engineering to include digital manufacturing tools and techniques and additive manufacturing tools and techniques. This position is hybrid remote with some onsite work located in Alexandria, VA.
Job Responsibilities:
- Identify goals and objectives for the SpE initiatives, monitor performance, and develop strategies for improving outcomes.
- Lead DoD Digital Manufacturing Enterprise initiatives to include developing approaches for secure M&Q technical data exchange and interoperability, implementation of digital manufacturing and workforce training.
- Maintain currency with developing trends in the manufacturing industry and technologies such as Industry 4.0, manufacturing technology (MANTECH), and quality initiatives.
- Advise and support DoD’s engineering leadership on the formulation and coordination of DoD manufacturing and quality (M&Q) policies, procedures, practices, guidance, standards, handbooks, tools, DoD workforce skills, and training, including support for Defense Acquisition Workforce Development Account (DAWDA) activities, in coordination with OUSD(R&E) organizations, DoD Components, other federal agencies, and academic and industry partners.
- Recommend M&Q updates to DoD policy and guidance: DoDI 5000.02, DoDI 5000.88, SEP Outline, Engineering Guide, Systems Engineering Guide, OUSD(A&S) and Joint Staff issuances.
- Develop and coordinate DoD guidance documents on M&Q engineering topics to align with current engineering practice (e.g., M&Q Body of Knowledge; best practices for contracting for M&Q, risk assessment criteria).
- Participate in key manufacturing outreach forums such as the Defense Manufacturing Conference, Manufacturing Innovation Institute workshops, National Defense Industrial Association activities, and Defense Acquisition University.
- Recommend input and responses to Congressional and GAO inquiries.
- Develop briefings, reports, correspondence, and recommendations for senior DoD engineering leaders.
- Support workforce development for the DoD’s 11,000-person M&Q acquisition workforce through promulgation of policy and guidance, competency model development, and Communities of Practice.
- Conduct manufacturing risk assessments to include participation in Independent Technical Risk Assessments and Manufacturing Readiness Level Assessments.
Qualifications
Education & Experience:
- Bachelor's degree in an engineering, scientific, or technical discipline that is relevant to engineering.
- Minimum ten (10) years of specialty engineering experience, focused on manufacturing and quality-related positions.
Required Clearance:
- Active Top Secret clearance required; Ability to obtain a TS/SCI required to maintain employment.
- US citizenship required
Required Qualifications:
- Demonstrated knowledge of Advanced Manufacturing technologies to include digital manufacturing tools and techniques and Additive Manufacturing tools and techniques.
- Demonstrated familiarity with DoD acquisition policy and guidance.
- Direct M&Q related experience in DoD acquisition programs.
- In-depth knowledge of Digital 3D technical data packages (TDPs) represented in a variety of native and neutral formats, security, data exchange capabilities, and interoperability of available and emerging software tools.
- Excellent oral and written communication skills.
Desired Qualifications:
- Degree(s) in Manufacturing or Quality Engineering-related specialty.
- Experience creating or updating DoD policy, guidance, or training to achieve goals in the National Defense Strategy related to M&Q Engineering Discipline.
- Demonstrated experience with Advanced Manufacturing technologies to include digital manufacturing and Additive Manufacturing tools and techniques.
- Service headquarters or DoD-level staff experience.
- Two or more active professional certifications or academic certificates obtained within five years related to Specialty Engineering disciplines. E.g., DAWIA APDP Certification in Engineering and Technical Management or Professional M&Q related Credentials and Certifications.
