Job description

You will serve as a Management Analyst of NAVSUP FLT LOGISTICS CNTR PEARL HARBOR.Qualifications: For GS-11
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying organization and management theories, principles, and procedures sufficient to identify problems, draw conclusions and formulate courses of action; 2) Analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs; 3) Utilizing measurement techniques, to include operational audit, work sampling, time studies and proof of concepts to establish baseline standards; and 4) Recommending changes to the agency's processes and systems and assist with the development of formal change requests pertaining to Information Technology systems and software functionality.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-7 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1)Applying administrative and management policies, practices and procedures; qualitative and quantitative techniques to support various program management operations to include travel, payroll, travel card and related systems; 2)Providing customer support and management controls in areas such as Civilian Payroll, Time Management, Organization Management, Personnel Administration, ERP User Management, Staffing Management/Execution, Government Commercial Purchase Card, Government Travel Charge Card, and Defense Travel System Program Management; 3) Participating in the review and updates of enterprise wide procedures in support of efficient operations; and 4) Participating in data analytics to identify trends and recommend corrective action to improve overall program success.

GS-11 SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: possess a Ph.D. or equivalent doctoral degree, LL.M, or have completed three full years of progressively higher level graduate level education leading to such a degree. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.
GS-11 COMBINATION OF EDUCATION AND EXPERIENCE: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements.

If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.
