The Managing Director/ Superintendent provides strategic and operational leadership of this system to ensure safe, dependable, high-quality drinking water that meets or surpasses all regulatory requirements and guidelines.

Ability to travel between job sites throughout Cambridge and the broader watershed.
WORK ENVIRONMENT: Frequent site visits to active construction sites and treatment plant. Standard office environment includes fluorescent lighting and air conditioning. Moderate noise level, which can elevate with phone calls and walk in members of the public. This position may be eligible for hybrid work under the City's Telework Policy depending on operational needs.

- A twenty-four square mile watershed, located across multiple municipalities, that has three reservoirs and six gatehouses.
- A state-of-the-art Class 4T drinking water supply facility, with 24MGD capacity and 32 MG finished water storage tank.
- A State-certified testing laboratory.
- A 205-mile transmission and distribution system.
The Managing Director/ Superintendent provides strategic and operational leadership of this system to ensure safe, dependable, high-quality drinking water that meets or surpasses all regulatory requirements and guidelines.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Reporting to the Deputy City Manager/ Chief Operating Officer with policy guidance from the Water Board, the Managing Director/ Superintendent:
- Leads a team of sixty staff that includes administrative, technical, and operations positions. Effectively supervises consultants. Ensures a high level of performance by all through the promotion of professional development, training, high-quality work products, and collaboration.
- Manages an annual operating budget of $15 million and a five-year capital plan of $4 million, which are funded through an Enterprise Fund.
- Promotes effective communication and collaboration with elected officials, business owners, residents and other stakeholders. This includes developing strong working relationships with the Massachusetts Water Resources Authority (MWRA) and Massachusetts Department of Environmental Protection (Mass DEP).
- Participates with City leadership and the local community in planning, policy development and problem solving across areas such as safety, sustainability, equity, workforce, infrastructure, regulatory control, regional challenges, and fiscal issues.
- Ensures that departmental policies and procedures reflect City and Council priorities, with a focus on equitable and inclusive operations.
- Maintains up to date knowledge and understanding of the municipal water treatment and transmission field. Contributes to the development of thoughtful and innovative approaches to implementing emerging water best practices in Cambridge.
- Provides leadership in the use of innovative technologies to enhance the quality of the department's programs and ease of public access to services and information.

MINIMUM REQUIREMENTS:
Education and Experience
- At least seven (7) years of water system experience, including with source of supply, watershed management, treatment, and distribution or similar utility experience.
- At least seven (7) years of progressively responsible administrative, management, and supervisory experience, preferably in a public sector or unionized environment.
- At least five (5) years of experience using SCADA, GIS, and other operational technology in the context of water treatment and distribution.
- Bachelor's degree in management, engineering, sciences or related field or equivalent combination of education, training and/or experience
- State of Massachusetts Distribution Operators License (D1)
- State of Massachusetts Treatment Operators License (T1)
Knowledge Skills and Abilities
- Strong knowledge of the Safe Water Drinking Act and associated regulations.
- Ability to work cooperatively with diverse stakeholders, collaborators, employees, and interest groups.
- Strong verbal and written communication skills. Ability to effectively convey complex technical information to the general public.
- Highly organized with ability to make decisions in a fast-paced, high-pressure environment.
- Knowledge and understanding of how to use technology to enhance safety, communication, service delivery, customer service, and innovation.
