ABOUT THE POSITION
The Manager of Energy Trading plans, organizes, directs and supervises activities associated with resources planning, resource acquisition and energy portfolio and power management within 3CE.  The Manager of Energy Trading has a wide range of responsibilities associated with power supply acquisition, short-term electricity trading and power portfolio management.

Central Coast Community Energy (3CE) is a Community Choice Aggregation agency established by local communities to source clean and renewable electricity for 435,000 customers in Monterey, San Benito, Santa Cruz, San Luis Obispo, and Santa Barbara counties.  3CE’s board of directors represents 35 local city and county governments throughout the Central Coast.  3CE is committed to reducing greenhouse gas emissions through local control of utility scale renewable electricity generation provided at competitive rates and the implementation of innovative energy programs that facilitate the electrification of transportation and built environments. 3CE promotes long-term electric rate stability and energy security while reducing reliance on fossil fuels and stimulating the local economy. 3CE is dedicated to serving the unique needs of our diverse community and achieving economic and environmental benefits through the advancement of renewable energy.

Example of Duties

  • Recommends and assists in the implementation of goals and objectives.
  • Establishes schedules and methods related to planning and acquiring power supply.
  • Plans, prioritizes, assigns and reviews the work of staff involved in activities that support power supply acquisition and electricity trading.
  • Evaluates operations and activities of assigned responsibilities; prepares monthly reports to the Risk Management Committee.
  • Plans, manages, and procures the resource adequacy needs of the agency.
  • Participates in budget preparation and administration; prepares cost estimates for budget recommendations.
  • Applies departmental forecasts in the determination of power supply requirements.
  • Manages integrated resource planning consistent with least cost and risk management objectives.
  • Develops and administers power supply related contracts.
  • Oversees energy portfolio activities related to purchasing energy supplies to meet 3CE’s needs.
  • Establishes economic dispatch of existing resources within resource capability and system reliability constraints.
  •  Executes future contracts and trades within established risk tolerances.
  • Research and monitors energy market trends and price movement and establishes market values.
  • Ensures program compliance with Federal, State, and local laws, rules and regulations, including Renewable Portfolio Standard compliance.
  • Performs related duties and responsibilities as required.

Typical Qualifications

Minimum Qualifications
 
Education: Graduation from an accredited college or university with a bachelor’s degree in public administration, finance, economics, business administration or a related discipline.
 
Experience:  A minimum of seven years of progressively responsible and relevant work experience in the energy environment to include Energy Trading and portfolio management.
AND 
Technical experience in the management of contracts
Experience working in a municipal utility, electric utility, public agency or CCA is highly desirable.
 
License or Certificates: Possession of, or ability to obtain, an appropriate, valid driver’s license.
 
 Knowledge: 

  • Knowledge of and demonstrated understanding of operations of a local government joint powers authority agency.
  • Knowledge of regional sustainability/energy climate action ecosystems. 
  • Knowledge of resource adequacy and CAISO wholesale market programs.  
  • Familiarity with policies and procedures at the CPUC, CEC, CARB, BAAQMD and the California ISO related to wholesale energy market, compliance related programs and products and greenhouse gas emissions and power content reporting. 
  • Wholesale and retail power markets and resource planning
  • California energy market products such as Resource Adequacy, GHG-Free energy, and CRRs.
  • Proficient quantitative skills, including expertise with Microsoft Office (Excel, Word, PowerPoint etc.)

 Ability to:
  • Ability to build consensus with diverse groups. 
  • Ability to develop and cultivate relationships.
  • Organize, implement, and direct resource planning, resource acquisition, energy portfolio and power management operations/activities.
  • Apply principles of Energy risk management.
  • Develop and recommend policies and procedures related to assigned operations.

 Environmental Conditions: Office environment; exposure to computer screens
 Physical Conditions: Essential and marginal functions may require maintaining physical condition necessary for sitting for prolonged periods of time.
 

Supplemental Information

3CE RESERVES THE RIGHT TO CLOSE THIS RECRUITMENT AT ANY TIME BASED ON THE NUMBER OF APPLICANTS.
 
 RETIREMENT- Employees contribute 10% of their salary on a pre-tax basis towards the PARS retirement system, Employer contributes 10% towards PARS.
 HEALTH INSURANCE- 3CE pays $1,500.00 towards employee and family medical, dental and vision. 3CE contributes up to $2400 annually towards flexible spending benefit and $3600.00 towards HRA.
 HEALTH & WELLNESS- CE contributes $1,000 per fiscal year for health, wellness and EV reimbursement. 
DEFERRED COMPENSATION- 3CE offers 457 deferred compensations. 
 PTO- Accrued in accordance with tenure. 160 hours cap. 
 CELL PHONE ALLOWANCE- This position is eligible for cell phone allowance of $50.00 monthly.
