This role reports to the AVP, HR Service Delivery and has a matrix reporting relationship to Talent Acquisition leadership. This role oversees the end-to-end process from offer to hire while ensuring the candidate has an efficient process to prepare them for employment.
The Manager, HR Onboarding is responsible for setting performance metrics and service level agreements for roles supporting the new hire onboarding process. In addition, this role will work closely with vendors for implementation and optimization of process and technology used to onboard new hires, transfers, volunteers, and contingent workers.
Finally, the Manager HR Onboarding will coordinate and lead projects to enhance the effective delivery of the pre-hire processes and procedures.
Essential Job Statements
Oversee process of effective and efficient completion of new hire pre-employment to include, but not limited to background checks, education and licensure checks, screening and other requirements needed.
Establish efficient monitoring process of background checks to include efficient dashboard reporting.
Establish and drive goals for continuous improvement efforts in the pre-hire, background check, drug screen, employee health appointments, etc.
Coordinate the team’s workload, ensuring issues are prioritized, handled, and or escalated promptly
Act as a liaison between HR Centers of Expertise as well as Hiring Managers as needed to resolve issues and implement processes/programs.
Manage the development and maintenance of relevant statistics, reporting, and detailed analyses for the HR Onboarding function, including but not limited to reporting on crucial operation performance metrics and efficiency.
Act as the point of contact for escalated inquiries, requiring a high-level knowledge of HR processes and applicable laws to ensure compliance and alignment to company pre-hire, onboarding, background check, drug program policies, procedures, licensure requirements, and to improve service delivery offerings.
Hire, train, develop, coach, and complete annual reviews for a team members Onboarding Specialists.
Ensure audits and checks on transactions and processes are completed to ensure accuracy, data integrity, efficiency, and compliance.
Initiate, design, and deliver process improvement initiatives by identifying opportunities and developing scalable solutions across the team's portfolio.
Escalation point for pre-adverse actions for both background checks, drug screening, and other required programs
Lead ongoing continuous improvement activities for the team to enhance current processes and lead new team services
Maintain the confidentiality of all information, protects the assets of the Company, report non-compliance, and adhere to all applicable federal, state, and local laws and regulations, and company policies and procedures.

Perform other duties as assigned and/or participates in special projects in order to support the mission of VCUHS and the Human Resources Department.

Required Education:
Bachelor’s degree in organizational development, Human Resources, or closely related field
Combination of education and experience will be considered in lieu of a degree.
