The Role
Reporting to the Sr. Director/Director, Project Controls, you will be responsible for assisting in the implementation of project cost control methodologies across Moderna's Capital Portfolio. This includes supporting the management of estimating, cost control, and schedule management for all Moderna projects in the areas of Capital Construction and Engineering.
Here's What You'll Do
As a Project Controls Manager, you will support the management of a significant portion of Moderna's Capital, Construction, and Engineering projects. You will ensure that project costs are planned, budgeted, and executed in a compliant manner, ensuring that value from allocated funds is maximized. This includes supporting the management of the following key activities:
Portfolio Management
Assist in implementing methods to ensure reliable and accurate reporting on portfolio and project status.
Collaborate with Project Managers to provide necessary levels of visibility to management's attention.
Estimating & Benchmarking
Support in establishing and implementing estimating and benchmarking means and methods.
Assist in preparing initial estimates for critical projects.
Collaborate with project management teams to ensure accurate estimates.
Review estimates prior to funding approvals to ensure accuracy.
Cost Management
Assist in establishing and implementing means and methods for project Cost Management.
Ensure timely review of project progress, invoice management, and payment.
Support in implementing means and methods to ensure proper change and vendor management.
Assist in implementing means and methods to ensure reliable and accurate quarterly and annual forecasting of cash flow
Contract Management
Collaborate with sourcing and project management to establish means and methods to prepare and review RFP templates, bids, and proposals.
Financial and Schedule Risk Management
Support in establishing and implementing means and methods to develop and track, and mitigate cost risks.
Team Management
Assist in accomplishing department objectives by managing contract staff; planning and evaluating department activities.
Assist in maintaining staff by recruiting, selecting, orienting, and training contract support personnel.
Assist in accomplishing staff results by communicating job expectations; planning, monitoring, and appraising job results to contract support personnel.
Coaches, counsels, and disciplines contract support personnel
Develops, coordinates, and enforces departmental systems, policies, procedures, and productivity standards.
Provide Oversight of accuracy, quality control and cadence of project controls cost deliverables by contract support personnel
Here's What You'll Need (Minimum Qualifications)
  • 5+ years of experience in the delivery of Capital, Construction, and Engineering with at least 2 years specifically in the biopharmaceutical industry.
  • 1+ years of experience in the areas of Project Controls.
  • Bachelor's degree required. BA/BS in a Technical discipline desired.
  • Proficient-level skills in communications, project management, relationship management, estimating, scheduling, financial acumen, cost and financial management, aptitude for technology, and success in a matrixed environment.
  • Proven track record of project delivery on fast track, highly technical projects.
  • Ability to work in a highly metric-driven environment.
  • Strong collaboration and communications skills required to address and resolve issues in a matrixed environment.
  • Excellent negotiation, organizational, interpersonal, and problem-solving skills.
  • Ability to interact well with other groups and must be able to take ownership of and follow through on assignments.
  • Ability to represent Moderna's interests, objectives, and policies in a professional and responsible manner.
  • Ability to make effective oral presentations and work as part of a team.

Here's What You'll Bring to the Table (Preferred Qualifications)
  • Strong Pharmaceutical/Biotech GMP based Cost Control experience dealing with both Retrofit and Greenfield projects, and understanding of Drug Substance/Drug Product/Office and Lab facilities.
  • Experience with a diverse portfolio of projects and Capital Investment values ($10M to $250M)
  • Quantity Surveyor Credentials or Certifications
