Job description

The incumbent functions as a Management and Program Analyst in the Ambulatory Care Service. The position reports directly to the Business Manager for Ambulatory Care Service. The incumbent performs a variety of duties in a constantly evolving, complex and diverse health care system which provides services across a vast geographic catchment area. Ambulatory Care Service is responsible for care in 17 outpatient clinics.Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/25/2024.
To Qualify for the GS-09 Position:
Time-in-Grade Requirement GS-09 Grade Level- Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For this vacancy, applicants must have held grade GS-07 or higher for at least one year to be eligible for the GS-09 grade level of this position. The grade must have been held in the Federal service but may have been in any occupation. Provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to indicate your current federal status. You must also submit additional SF-50(s) to clearly demonstrate one year time-in-grade as required in the announcement. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate that you possess one year time-in-grade. In this instance, you should provide an additional SF-50 to clearly demonstrate one year time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialize Experience GS-09: To qualify you must have at least one (1) full year of specialized experience equivalent to the GS-09 level in the Federal Service that has equipped me with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work required as a Management and Program Analyst Specialized Experience includes but is not limited to: Assisting with budget forecasting, planning, allocation of resources, accounting and financial reporting; Assisting with the analyzing the actual expenses compared to budget planning to ensure appropriate forecasting and adjustments are made throughout the fiscal year; Assisting with Adjustments may be needed frequently based on forecasted workload and services received; Possess knowledge of operations, procedures, and techniques associate with resource management; Actively involved in preparations, readiness, presentations, and action planning for The Joint Commission, Office of Inspector General, and various outside accrediting bodies.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED): Requires successful completion of a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related, Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED): Equivalent combination of successfully completed graduate level education (beyond the second year) and specialized experience, as described above, may be used to meet total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of the position.

Specialized Experience includes but is not limited to: Responsible for budget forecasting, planning, allocation of resources, accounting and financial reporting; works with the Business Manager to identify the budget needs and negotiates with facility management to arrive at appropriate funding levels to ensure the most effective use of resources while accomplishing the needs of the service; Responsible for compiling and submitting various reports on a recurring basis; Performs the administrative and personnel management functions as needed for the Ambulatory Care Service; Serves as back-up Contracting Officer Representative and coordinates with Logistics Service and Contracting on acquisition of contracts and equipment; Incumbent will be purchase card approving official and timekeeping approving official The incumbent is actively involved in preparations, readiness, presentations, and action planning for The Joint Commission, Office of Inspector General, and various outside accrediting bodies.

NOTE: One (1) full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
