The Fairfax County Department of Housing and Community Development works in partnership with the Redevelopment and Housing Authority to provides safe, affordable homes for the residents of Fairfax County; and assists the disabled and senior members of our community. Under the guidance of the Department of Housing and Community Development's (HCD) Compliance Manager, assists with agency wide quality assurance and improvement projects and internal audits. Works directly with staff from across the various divisions at HCD to study existing business processes, identify redundancies and inefficiencies, and develop recommendations for business process improvements. Uses analytical and technical expertise to research and understand processes within a variety of housing programs. Develops and implements objective, random sample-based quality control review processes for participant files, unit inspections, and other key programmatic areas. Assists supervisor with evaluating volume and quality of work produced in Operations Divisions and with developing written reports on compliance and performance. Manages SharePoint software and projects in assigned program areas.
Makes recommendations to improve quality of work product and customer services. Responsible for managing an ongoing caseload of housing program compliance referrals and citizen and community reports of program abuse. Under supervisor's guidance, prioritizes these caseloads for follow up and reconciliation with federal, state, and local housing regulations and requirements. Conducts reviews to determine the nature of the compliance report; develops and implements investigative plans and obtains pertinent background information, including thorough review of applicant/participant file information; and ensures federal Privacy Act protections are adhered to for federal housing participants. Performs other duties as assigned to support all appropriate functions for the Policy and Compliance Division.

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from an accredited four-year college or university with a bachelor's degree in the field related to the assigned functional area; plus two years of professional work experience within the functional area.

PREFERRED QUALIFICATIONS:
- Graduation from an accredited college or university with a master's degree in the field related to the assigned functional area.
- Four years of demonstrated experience conducting internal audits and risk-based assessments in a human services environment.
- Demonstrated ability to function independently, make informed decisions, and meet multiple deadlines in a fast paced environment.
- Knowledge of federal, state and local laws governing subsidized housing programs and public assistance programs.
- Clear and concise oral and written communication skills.
- Excellent organizational and interpersonal skills.
- Experience using systems and databases, including but not limited to: Yardi Voyager, SharePoint and Microsoft Office Suite (Outlook, Word, Excel, Publisher, and PowerPoint)
NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must satisfactorily complete a criminal background check.
PHYSICAL REQUIREMENTS:
Work is generally sedentary in nature; however, incumbent is required to frequently move about to perform office work such as accessing files, attending meetings, making presentations, operating general office equipment, and performing other essential job duties; may be required to move items up to approximately 15 pounds in weight. Ability to read information on a computer monitor; effectively communicate; operate keyboard-driven equipment and computer. All duties performed with or without reasonable accommodations.
