Minimum Qualifications of Education and Experience

Associate’s degree from an accredited college in industrial mechanical maintenance or related field and two (2) years of progressively responsible experience in a similar position as listed in the work functions.
OR
A combination of education and experience equivalent to four (4) years of progressively responsible experience in a
similar position as listed in the work functions.

Regular and reliable attendance is a necessary component of job/position. Individuals required to use County vehicles and equipment must have a valid driver’s license and be free of any major traffic violations for the last three (3) years.

  • Background in industrial or manufacturing maintenance.
  • Experience using Computerized Maintenance Management System (CMMS).
  • Experience using Enterprise Resource Planning tools and software.
  • Experience with Maintenance, Repair, and Overhauls (MRO) inventory management.
  • Background in resource recovery and power generation systems and processes.

Nature of Work

Under supervision, ensures adequate resources, equipment, and materials are available for maintenance activities and projects for the Olmsted County Waste to Energy Facility (OWEF) and, as necessary, Environmental Resources Department. Assists with the planning and scheduling of maintenance projects and tasks.

Examples of Work

  • Establishes and maintains maintenance system standard procedures for completing work order requests (WOR), work order processing, and other steps in generating, issuing, executing, and closing out work order requests.
  • Collaborates with OWEF management team and Finance Department/procurement to assist in ensuring resources, parts, materials, tools, and equipment are available for projects, tasks, and activities.
  • Reviews, verifies, and assigns WORs and ensures that correct and accurate scope and information is included prior to assignment.
  • Creates resource packages for recurring tasks, projects, and preventative maintenance. Maintains documentation and verifies parts and equipment used are accounted for and returned.
  • Schedules and coordinates staff and contractors for boiler outage events in collaboration with management.
  • Maintains and troubleshoots equipment, and coordinates movement of parts, supplies, and materials.
  • Develops and conducts training for use of enterprise resource planning WOR and computerized maintenance management systems (CMMS).
  • Assists with engineering project planning.
  • Prepares weekly, monthly, and quarterly work plans.
  • Develops and maintains performance measurements and metrics. Creates weekly reports on established key performance indicators (KPIs).
  • Ensures safety, quality, and environmental compliance for OWEF employees as well as outside contractors.
  • Assists with scheduling activities from other units.
  • Maintains project management schedules in the CMMS. Enters assets, equipment, and tasks.
  • Assists with maintaining parts inventory including receiving parts and inventory cycle counting.
  • Completes related tasks as assigned.

Knowledge, Skills and Abilities Required

  • Knowledge of solid waste management facility operations.
  • Knowledge of the standards, materials, and methods required for the maintenance and repair of mechanical, electrical, hydraulic, pneumatic, steam equipment and controls.
  • Knowledge in operating and maintaining electrical power generation, power generation and transmission equipment, district energy systems, chillers, absorbers, air pollution control equipment, public wells, and water supply systems.
  • Skill in identifying parts and tools needed for jobs, tasks, and projects.
  • Skill in program and project management, including planning, organizing, and accomplishing work in a timely and effective manner.
  • Skill in the use of computers and technology including CMMS and applications.
  • Ability to read and understand plans, sketches, diagrams, and blueprints.
  • Ability to monitor and evaluate programs and performance to assess efficiency and effectiveness, including continuous improvement.
  • Skill in analyzing data.
  • Ability to communicate effectively including written, oral, and interpersonal communications.
  • Ability to establish and maintain effective working relationships with customers, consultants, colleagues, and employers.
  • Ability to manage data using standard spreadsheet and database software or custom programs.
  • Ability to effectively organize and prioritize work.
