ISD2 is the State of New Mexico's primary system for determining eligibility of and distributing benefits to Food Stamp, Medicaid and Cash public assistance recipients. It is used daily by the Client workers in field offices located throughout the state. Northrop Grumman, as a contractor to the State, is responsible for modifying ISD2 software to introduce changes or new features required by law, policy or other initiatives. Before software changes to this system are released into the ISD2 production environment, they must be thoroughly tested by both Northrop Grumman and the customer.
ISD2 is a COBOL-based system, using VSAM and DB2 for on-line and batch data storage.
Description:
ISD2 Senior Programmer Analysts (SPAs) develop technical designs, code and test software changes that introduce new or enhanced features into ISD2, correct defects reported by users and also produce Ad Hoc reports for users.
SPAs are lead developers on teams of peers.
Candidates must be able to work directly with customers to ascertain functional requirements; must be able to create comprehensive technical designs of software solutions; must be able to perform unit and integrated testing of their and others software; and review code for quality assurance purposes.
Additionally each PA is required to be on-call 24/7 one week per month, on average.
Candidates must comply with all Northrop Grumman and customer standards for writing code and documenting that work.

Qualifications:
- The following minimum qualifications are requirements of the customer contract:
- 7 years experience with CICS command level programming.
- 5 years experience with COBOL/COBOL II batch programming,
- 5 years experience with VSAM and/or DB2 file structures,
- 5 years experience in Java Development preferred
- 3 years experience with MVS/ESA and other components of customer environment.
- Experience maintaining & enhancing large online government systems is strongly desired.
- Experience in production problem resolution, execution of customer test plans and SDLC methodologies are essential.
- Experience in State Health and Human Services Systems is a plus.
- Experience working with Micro Focus Mainframe Express is a plus but not essential.
