Title:
MAGS Division Business Development Senior Manager
The Defense System Engineering (DSE) business unit is seeking a Senior Manager, Business Development who will be a direct report to the Missile, Aviation, and Ground Systems (MAGS) Vice President, and dotted line to the DSE Business Development Vice President, developing and executing the company's mission and strategy with them and other DSE BD Division and Operations leaders. This Business Development position is vital in coordinating all recapture activities for the Division and leading all new business/progressive engagement activities for the division. The desired candidate would interact directly with each MAGS Operating Unit (OU) Director and would be required to challenge Operations leadership, etc. to grow MAGS contracts and accelerate available ceiling spending with current and adjacent customers. This role requires a high-energy, respected leader well versed in government contracting and capable of leading growth of the company's MAGS Division.
Responsibilities for this position will include, but not be limited to:
  • In partnership with operations, develop and execute growth strategies for DSE that result in above-target y-o-y revenue, Op Income and OM growth
  • Lead Business Development for an organization that provides Systems Engineering, Prototyping and Integration, and support services in primary focus areas of Army Air and Missile Defense, Aviation, Tactical Missiles, Ground Systems, National Missile Defense and Foreign Military Sales (FMS)
  • Lead an integrated, high performing BD organization working in close partnership with operational and functional teams.
  • Develop and implement a successful growth strategy across the MAGS portfolio
  • Lead development and sustainment of a re-capture and new Business Development pipeline sufficient to meet out-year organic growth expectations for MAGS
  • Lead an organization to achieve target new business and recompete win rates
  • Collaborate with GSUS and DSE Operations, Business Development, and Functional Leadership for enterprise growth activities to include interfacing with GSUS and DSE Senior Technical and Workstream leads
  • Develop and sustain strategic relations with key customers, competitors, and teammates
  • Establish and document repeatable capture and proposal development processes and standards to be used across MAGS
  • Conduct competitor assessments to determine their preferred contract vehicles, trends in vehicle awards, and assess the need to expand our contract vehicle access in order to compete in priority areas consistent with our strategic plan

Minimum Qualifications:
  • Current Top Secret clearance
  • Bachelor's degree plus 18 years of experience in operational/ Business Development capacity. Experience must be in strategic planning from opening game through end game
  • Strong familiarity with FAR-based procurements for highly technical services, solutions, and products for both task order and single-award contract procurement approaches
  • Deep mission domain familiarity within MAGS portfolio
  • Demonstrated understanding and experience working with a capture team creating winning Defense Technical Information Center (DTIC), OASIS and FEDSIM proposals
  • Demonstrated experience conducting and facilitating proposal value proposition, Color Team Reviews, direct customer engagements and capture strategy meetings
  • Experience leveraging Business Intelligence data to inform business strategy using data analytics, ML, or AI
  • Prior success in growing a DoD business combining successful retention of base, execution of key take-away opportunities, and progressive engagement resulting in sustained growth in re-capture value with key customers
  • Experience in strategy development and execution leading to key market penetration and growth in key market share
