Job description

Provide nursing services to meet students’ IEP and/or IHP requirements at DoDEA community schools located in two geographically disperse school districts. Students may be in grades PK-12.

Task #1, Direct Services — The Contractor shall:

  • Provide a licensed practical nurse (LPN) or registered nurse (RN) based on the medical needs of each student’s IEP and/or IHP. The LPN or RN shall be licensed for the geographical area/state for which the services are to be rendered.
  • Provide nursing services during the Extended School Year (ESY) if the student is determined eligible by the CSC. Note: The ESY classes are half-day (4 hours per day) for four days per week for five weeks (20 half-days) or five days per week for four weeks (20 half-days), depending upon the installation.
  • Provide direct nursing services in accordance with each student’s IEP and/or IHP and corresponding short-term objectives (STO), including the following: (1) facilitating for school personnel, peers, and parents/sponsors an understanding of the unique educational needs and learning characteristics; (2) acquiring information regarding local, state, and national resources; and (3) coordinating programs and services for the student who needs nursing services. Note: Direct services usually occur at the school site and may also include accompanying the student on the school bus transportation to and from the school. If stated in the IEP and/or IHP, direct services may also occur at the student’s home or community setting.
  • Administer medical procedures in accordance with the nurse’s certification as required by the student’s IEP. Such procedures may include but are not limited to chest percussions (CPT), monitoring oxygen saturation levels, suctioning, tube feeding and seizures. If a medical procedure falls outside the scope of the nurse’s expertise, the nurse shall ensure that the student is taken to the facility where the student can be treated by the proper medical practitioner(s).
  • Extended School Closure: If the school is closed due to a pandemic or other emergency, the COR, in conjunction with the student’s Case Study Committee (CSC) team, will determine on a case-by-case basis whether or not direct services will be required at the student’s home. Upon receipt of written guidance from the COR, the nurse shall provide direct services at the student’s home.

2.1.2 Task #2, Indirect Services — The Contractor shall:

  • Provide continuity in care, that is, an approach that ensures a student is medically stable for participation in learning activities at school without jeopardizing vital life functions.
  • Participate in all meetings upon request, such as CSC meetings regarding the student the nurse assists.
  • Communicate with the school nurse on a weekly basis providing charting documentation of medical procedures completed each week and submitted to the COR on the first working date of the following week. In the event of an emergency, work in coordination with the school nurse to ensure DoDEA policies are followed, all appropriate individuals are contacted, and care is provided as quickly as possible. Note: Contracted nurses will receive a folder with policies and other relevant information from the school during in-processing.
  • The Contractor and Contractor employees shall not communicate with parents/ sponsors or other parties regarding any matter pertaining to the Contractor’s responsibilities under this contract. Note: The Government is the only party authorized to make judgments or decisions regarding the performance of this contract. Communication between the Contractor/Contractor’s employee with the parents/sponsors is only authorized if approved by the COR in writing.
  • Provide technical assistance to teachers, related service providers and, if applicable, paraprofessionals to guide the following:
  • Provide guidance and training to DoDEA staff and parents/sponsors during regular school hours regarding the students being cared for, per written request from the COR.
  • Ensure communication with parents/sponsors complies with Task 2.1.2. #4 (above), which requires written permission from the COR for the contracted nurse to communicate with parents/sponsors or other parties.
  • Meet with the Contracting Officer (KO) and/or COR, and the Contractor to appraise the agency of any problems being experienced. The Contractor shall take the appropriate action to resolve any outstanding issues the agency raises. Post-Award Conference: Participate in a video and/or teleconference with the KO/COR five business days after contract award IAW FAR Subpart 42.5.

2.1.3 Task #3 General — The Contractor shall:

  • Ensure nurses are present each school day. The nurse shall not work in the following situations:
  • If the student does not attend school due to such events as illness, doctor’s appointments, parent’s declination to send the student to school, and family emergencies.
  • When students do not attend school due to Federal holidays, furlough days, teacher workdays, and/or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government-directed facility closings.
