Job description

Job Title; Compliance Manager: Ideal candidate will split time between office and on-site offices. In addition to the responsibilities listed below, the applicant must possess strong leadership/organizational qualities.

  • Ensuring LIHTC (Tax Credit) and other regulated programs compliance with Federal, State Agency, Investor and Lender Requirements. Responsible for the compliance and oversight portfolio of multifamily assets and to keep current on all changes in affordable housing regulations.
  • Monitor Monthly recertification for each property, review and approve recertification and move-in file requirements.
  • Implementation of policy and procedures that assure compliance is current and maintained for all federal and state housing programs utilized in development; direct and support to Compliance Department, Property Managers and onsite Managers for all compliance issues and file reviews; periodic site visits and assist with lease-ups as needed; monitor and disseminate vital compliance information on weekly or as needed basis.
  • Evaluate/monitor properties are in compliance with applicable Affordable Housing Program regulations by staying current on all updates and changes in program requirements. This will include attending periodic compliance training.
  • Respond to compliance-related questions from Senior/Property Management.
  • Implement file audit procedures to ensure compliance with regulatory agreements for each property.
  • Schedule/coordinate all on-going file reviews and audits.
  • Review recertification of tenant income for HUD, Tax Credit, and HOME projects; Test periodic tenant recertification to ensure compliance with HUD, Tax Credit, and HOME requirements.
  • Verifying compliance with Fair Housing standards, and State policies and procedures.
  • Work with Regional Managers and General Manager to develop action plans for non-compliant properties, including corrective action plans based on internal/external audits.
  • Travel to properties to complete State Audits as well as perform interim file reviews.
  • A detailed understanding of the State reporting system, as well as uploading property, tenant income files into the reporting system.

REQUIREMENTS:

  • Education: Current compliance certifications for LIHTC (Tax Credit) preferred. (COS, TCS, SCHM)
  • Experience: Property Management, Compliance or housing regulatory organization/agency.

Must possess knowledge of HUD, low-Income Housing Tax Credit, HOME and other affordable housing programs. Experience in Yardi software system is preferred.

SKILLS: Read/interpret complex documents, such as regulatory agreements and compliance regulations; Work as an effective member of a team and in a collaborative manner with staff, peers, and supervisor; Interpret and understand tenant file information; communicate clearly both verbally and in writing, including the ability to provide technical assistance on complex compliance issues.
