Locksmith (Contingent Upon Contract Award)

Duties and Responsibilities

The Locksmith duties shall include, but not be limited to the following:

  • Install new locksets and pin cylinders to master and appropriate levels of subsystems change keys;
  • Re-pin existing locks to master and appropriate levels of subsystems and change keys;
  • Repair safety feature hardware, locks, and furniture locking mechanisms;
  • Re-program safe combinations for lost/forgotten combinations;
  • Open safes for lost/forgotten combinations;
  • Pick locks;
  • Remove and replace locks as needed;
  • Perform electronic lock programming and audit trail report retrieval on all electronic audit trail locks;
  • Code cut from Insta-Code software programs and fits keys to locks with no lock codes;
  • Install, repair, modify, and open a variety of locking mechanisms found on doors, desks, compartments, mobile equipment, safes, and vaults;
  • Examine locking mechanisms and install new unit or disassemble unit and replace worn tumblers, springs, and other parts, or repair them by filing, drilling, chiseling, and grinding;
  • Open door locks by moving the lock-pick in a cylinder or opens safe locks by listening to lock sounds or by drilling. These include, but are not limited to:
    • T-3 Locking mechanisms
    • T-1 Locking mechanisms
    • E-Plex Locking mechanisms
    • Primus Proprietary System (550 and F Street)
    • High-Security Locks (X-07 Safes, X-08, and X-09)
    • Audicon (OIG Grand Jury Room and Weapons Cabinet for Security)
  • Make new or duplicate keys using key-cutting machines. Change the combination by inserting new or repaired tumblers into lock;
  • Maintain an inventory of all lock and key-related hardware or software

Qualification/Experience:

  • The Locksmith shall have a minimum of at least five (5) years of experience in providing locksmith services.
  • The Locksmith shall have the ability to communicate both written and orally (read, write, and comprehend) technical documents, memorandums, reports, and PowerPoint and develop and present ideas and solutions to physical security challenges in accordance with applicable regulations.
  • The Locksmith shall have the ability to meet and work effectively with a variety of stakeholders at various levels to develop the cooperation and understanding necessary to support lock and key management program objectives.
  • The Locksmith shall be a GSA-certified locksmith.

  • OSHA 10
  • Basic Locksmithing Certification
  • GSA Lock, Vault and Container Inspector
  • GSA Lock, Vault and Container Technician
  • Kaba Ilco Mechanical Safe Lock Servicing Group 2 locks
  • Electronic Safe Lock Servicing by Sargent & Greenleaf
  • Electronic Safe Lock Servicing by La Gard
  • Lockmaster’s Safe Lock Servicing
  • Globaloks Factory Training
  • Installation & Operation of the X-09lock by Kaba
  • Mechanical Lock Course of Instruction, Sargent & Greenleaf (Mechanical Group 1, 1R and Group 2 Lock Certification)
  • La Gard (Mechanical Lock Course of Instruction Group 1 & 1R Certification Program)
  • Hamilton Products Group, Hamilton GSA Containers
  • Certified Lockmaster’s LKM7000 Technician
  • Kaba Certificate of Achievement, E-PLEX 5000 Series Locks
  • Securitron Factory Training Program (Mag Locks)
  • Kaba Certificate of Achievement, E-PLEX 5000 Series Locks
  • Securitron Factory Training Program (Mag Locks)

*Must have a majority of the certifications; however, any missing certifications must be secured during the first 6 months of performance
