Summary Statement:

 

The Global Health Training, Advisory and Support Contract (GHTASC) delivers effective global health programming to advance the mission of the U.S. Agency for International Development (USAID), Bureau for Global Health (GH) through institutional support and workforce development services from junior, mid-level, senior and expert advisory, and administrative professionals.

Credence and its partner, the Public Health Institute (PHI), are both employers for GHTASC, and are seeking a Localization Advisor under GHTASC. This position will be hired under Public Health Institute (PHI).

 Position Summary:

 

The primary responsibilities of the Localization Advisor will be to work with the Senior GH Policy and Health Equity Advisor and the GH Locally Led Development Working Group in the coordination and implementation of initiatives and activities that advance the Inclusive Partnerships Pillar of the GH Antidiscrimination and Diversity Council (ADC support offices as needed with cross-cutting diversity, equity, inclusion, and accessibility (DEIA) initiatives, programs, and policies; and leverage best practices in localization to implement other internal and external activities. Further, the Advisor will support localization efforts across Global Health, while providing targeted technical assistance and support to a select number of operating units on DEIA, localization, and inclusive development. Related to office-level support for DEIA, the Advisor will help improve DEIA within organizational culture, recruiting, retention, performance management, talent development, leadership commitment, etc.  Related to office-level support for Inclusive Development, the Advisor will help support the Bureau for Global Health’s efforts to integrate Inclusive Development considerations across technical areas within a select set of operating units.

 

The DEIA Team which is in the Office of the Assistant Administrator for USAID’s Bureau for Global Health is charged with technical leadership for and management of the Bureau for Global Health’s DEIA, inclusive development portfolios in close collaboration with the Bureau’s localizations efforts. The GH DEIA Team seeks a Localization Advisor who will communicate across offices on the progress and deliverables of the Council as it relates to localization; and will serve as a technical resource by linking DEIA and localization for GH staff.  The Advisor will also support efforts to effectively and sustainably strengthen the capacity of local partners in countries where USAID works through a DEIA lens in order to sustainably achieve bureau health outcomes.

Full salary range for this position is $92,300 to $145,617 per year, with the starting salary determined based on candidate’s knowledge, skills, experience, as well as budget availability.

 


Essential Duties and Responsibilities:

 

  • Participate in the GH Locally Led Development Working Group to promote localization within our programming and be an advocate for USAID’s and Global Health Program localization goals and targets.
  • Work closely with Office of Country Support and the GH Locally Led Development Working Group to serve as a champion for the meaningful incorporation of foreign service nationals (FSN) in our localization work (FSN ombudsperson).
  • Co-Facilitate and coordinate regular bureau Antidiscrimination Council meetings, including the identification of action items and delegation of tasks to council members as it relates to localization.
  • Provide support to the GH Locally Led Development Working Group co-leads in the execution of working group activities as described in quarterly work plans for activities such as: regional and global local partner meetings, training for USAID staff, and alignment with global donors.
  • Support high level engagement with donors, private sector, and multilaterals to advance USAID’s localization efforts.
  • Support documentation of office-wide DEIA and inclusive development activities and initiatives for information sharing to council members and adaptation for Bureau-wide efforts.
  • Track and communicate progress of localization, DEIA, and inclusive development deliverables and initiatives across the Bureau to GH offices and GH Senior leadership when relevant and appropriate.
  • Liaison to link localization with inclusive development and FSN empowerment more closely. This includes ensuring FSN fellowship, TDY, and leadership opportunities have a focus on localization as appropriate.
  • Coordinate training, structured listening sessions and development of other opportunities for cultural awareness raising across GH offices.
  • Assist with the coordination of working groups on anti-discrimination support within GH offices.
  • Maintain knowledge/awareness of the activities of other Bureau DEIA working groups for potential partnership and/or uptake within GH.
  • Contributing to weekly staff meetings, annual planning sessions, retreats, portfolio reviews, and other events/presentations.
  • Backstop other members of the GH DEIA Team as needed.
  • Travel 10%-15% of the time.
  • Perform other duties as assigned.

Qualification Requirements:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

 

Minimum Qualifications:

Master’s degree with 6 years of relevant experience, bachelor’s degree with 8 years of relevant experience, Associate’s degree and 10 years of relevant experience, or High School graduate and 12 years of relevant experience.

 

Other Qualifications:

  • 1-2 years of experience in working on DEIA issues within a workplace in some capacity. 
  • 1-2 years of experience working on localization of international development efforts, preferably in global health. 
  • Excellent interpersonal, facilitation, motivational, and teambuilding skills/experience. 
  • Demonstrated ability in program management or working across multiple offices and different levels of employees or teams.  
  • Demonstrated organizational management, leadership skills in negotiating, influencing, and managing diplomatically sensitive issues in order to build and sustain a culture of accountability, ownership, and delivery among stakeholders.  
  • Demonstrated ability to apply policy directives to activity design, implementation and monitoring and evaluation.  
  • A depth of understanding of the US and international issues of diversity, equity, inclusion, and accessibility and experience with implementing organizational transformation activities.  
  • Excellent oral and written communication, interpersonal, presentation development and facilitation skills, and able to hold meaningful conversations.
  • Proficiency in the use of Microsoft suite of programs (Word, Excel, PowerPoint) and Google Suite (Sheets, Docs, Slides)
  • Ability to travel 10%-15% of the time.
  • US citizenship or permanent residency with the ability to obtain and maintain Facility Access.
  • Washington, DC based hybrid role.
