Job Purpose
Responsible for managing Outside Plant Lineworkers, Leader Lineworkers, Cable Splicers, and Cable Maintenance Technicians (CZTII) responsible for building, maintaining, and upgrading the copper and fiber Outside Plant Network and grooming of HICAP data lines including but not limited to HDSL2, HDSL4, DSO, ISDN, PRI, OTR1, EOC, EOF, HSI, and HTTV.
Essential Functions
- Manage staff in accordance with the organization's policies and applicable laws:
- Monitors and develops competencies of direct-reports
- Assign and manage workload to ensure that due dates are met
- Monitors the work being performed by direct reports to assure actions being taken are appropriate and effective.
- Monitors attendance and performs appraisals as needed for direct-reports
- Manage overtime
- Ensure proper time reporting procedures are followed to properly account for distribution of capital and expense labor
- Manage and maintain a staffing model that utilizes demand and routine work results to determine appropriate staffing levels.
- Development operational plans, programs, and organizational changes to ensure the goals and objectives of the organization are accomplished within the prescribed timeframe and funding parameters.
- Manage improvement plans and programs to insure timely implementation of process, support system and/or operational changes.
- Track and analyze performance, productivity, quality and customer contact results and implements action plans with regard to improvements in each category.
- Review, pre-field, and order materials for work orders prior to deployment
- Track time, materials and complete all paperwork, as associated with progress reports, completion reports, work order revisions, etc.
- Meet short and long term objectives and commitments as directed
- Perform and document Safety and Quality Inspections and bimonthly Safety Meetings
- Assist engineers, planners, and project managers with planning details and cost
- On-call to respond to fiber and copper outages
- Responsible for adherence to and communications of Company Policies, practices, and expectations on a timely basis.
Education
Two years of College or Technical School resulting in an Associate's Degree or equivalent
Certifications, Accreditations, Licenses
- Must possess a valid Hawaii State Driver's License.
- Able to meet medical and driver certification requirements as established by the DOT Federal Highway Safety Act. Not restricted to daylight hours.
- Able to qualify for security clearance.
Experience
- 3 to 5 years of experience
- Minimum 3-5 years of functional experience in outside plant construction, cable maintenance, field operations, broadband data services, engineering, and outside plant equipment installation/maintenance is acceptable.
- Working knowledge of safety practices and procedures.
- Working knowledge of various automated system functionality including but not limited to dispatching, trouble administration, provisioning, facility records, outside and inside plant records, customer records, and billing.
- Previous experience in a repair organization.
- Previous experience in customer installations.
- Previous experience in data services
- Supervisory experience in a unionized environment.
- Prior experience and /or knowledge of the Fiber network preferred.
- Proficient with basic computer operations including but not limited to Microsoft Office Applications, Outlook, and e-web navigation.
- Experience in developing process improvement plans, execution of the plans, and measuring results for the desired outcome
- Demonstrated successful experience in team and project management
- Demonstrated work experience in all aspects of outside plant construction
Special Knowledge, Skills, and Abilities
- Demonstrated ability to motivate subordinates
- Strong analytical, organizational, and planning skills
- Excellent customer/subordinate relationship skills
- Comprehensive understanding of copper and Fioptics processes
- Technical background/experience in copper and Fioptics installation and repair
- Technical background/experience in data services, LAN/WAN
- Good communications skills
- Basic understanding of the overall Hawaiian Telcom network and the services which it provides.
Work Environment
- Daytime tour of duty; occasional scheduled night and weekend work.
- May require late hours and weekends to complete assignments and projects.
- 24x7 availability required.
- Work may be performed at various locations under varying indoor and outdoor conditions.
- Physically able to safely operate a motor vehicle
- Able to travel to the Mainland and Neighbor Islands for emergency/disaster/outage conditions, meetings, conferences, extended training, and project support.
- Requires standing, sitting, lifting/carrying supplies and training materials up to 40 lbs, and reading paper documentation and electronic communications.
- May require identifying and distinguishing colors.
- Ability to lift, carry, set-up, climb, and take down ladders.
- May require lifting and carrying standard extension ladders, tools, and manhole and pullbox covers.
- May require climbing poles.
- May require working in confined and dark areas for long periods of time.
- May require identifying and distinguish audible tones/levels and colors.
- May require push/pull heavy objects
Supervisory Responsibility
Leads work teams (assigns, coordinates, and checks work) for employees performing similar work
Salary Range: $75,000.00-$112,500.00
