Overall Assignment Description: Provide support to GSR activities.
- Serves as a member of team that provides strategic acquisition and advice alongside the GSR and Globe Program Managers.
- Serves as Subject Matter Expert (SME) regarding NGA Contract Acquisition process to assist the PM in developing an acquisition strategy for new or existing contractor support.
- Assists and prepares Market Research and other acquisition documentation
- Preparing program status and strategic planning briefings for PM presentation at various senior level leadership discussions.
- Maintains a professional rapport and positive business relationships.
- Generates Independent Government Cost Estimates (IGCE) capturing derived requirements, deliverables, and technical assessment of engineering effort for new or updated tasks.
Duties include:
- Maintains knowledge of current technology and provide advice to the GSR PMO of potential technology insertion as applied to the GSR program.
- Maintains knowledge of transformation of the NSG and provide advice on its effect on planned or delivered systems.
- Supports various technical meetings and boards, take and distribute minutes.
- Supports and/or leads studies.
- Oversees the development of system architectures against established requirements and standards.
- Develops and maintains requirements traceability and tracking across the GSR program.
- Maintains an awareness of assigned tasks/projects and understanding the technical interdependencies.
Coordination, Meetings and Program Management Support:
- Forms the core of contractor support to the program's requirements and mission; supports the entire acquisition cycle from pre-planning, internal NGA project approval, and project execution through project completion.
Assists in the development and coordination of project plans / project approval documentation.
Skills and Experience:
Required:
- A Bachelor's Degree or higher in IT Systems Engineering, IT Cyber Security, Cloud based Systems Engineering, Computer Engineering, Computer Science or other related scientific or technical discipline with experience as a Systems Engineer for development/integration programs.
Relevant experience in a technical discipline included within the Intelligence Community and/or DoD in the areas of:
- Program Management, Acquisitions, Planning, Systems engineering, integration, Cloud based systems.
- Practical experience in a Geospatial-Intelligence operational setting.
- Experience with Scaled Agile Framework environment (SAFe) methodology by participating in all planning/retrospective meeting (Release, Sprints).
Desired:
- Familiarity with GEOINT data discovery and retrieval tools; and connected data content providers
- Specialized, relevant experience in direct support to international acquisition projects including experience with internal NGA approval processes, export control issues, disclosure and release policies, and other unique aspects of international acquisition.
